DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The Accountability Specialist is responsible to mainstream CHS principles with specific emphasis on AAP throughout all DRC’s programs and operations. She/he will ensure the provision of guidance, and development of processes, tools, while enhancing the capacities of the staff and partners on accountability.

Your main duties and responsibilities will be:

  • Develop of the Accountability Improvement Plan (AIP) on a yearly basis in coordination with MEAL Manager;
  • Lead in the Communication with Communities approach and action plan, by ensuring that the voice of PoCs inform the project and programme designing and strategy revisions;
  • Contribute to the development of MEAL and IM strategies and workplans, while ensuring the mainstreaming of Accountability;
  • Review and improve the Accountability channels, mechanisms, procedures, materials and tools with the MEAL/IM and Programmes Teams;
  • Ensure that Community feedback Channels are established and functional and reach out to all groups within the affected population. Ensure these channels are age, gender, nationality, and ethnicity appropriate.
  • Conduct monthly spot-checks and verification visits in all programming areas to ensure the CFM channels are functioning, resourced & meet CHS / AAP standards. Carry out periodic opinion reviews to assess PoC’s preference for CFM and participation approaches, methods, channels, and tools.
  • Work with technical specialists & project staff to mainstream AAP within all projects. This would include but is not limited to reviewing and providing AAP inputs to communication material, beneficiary selection processes, planning, implementation, monitoring and evaluation, community mobilization, closing, etc.
  • Support the MEAL Manager with CFM trends to facilitate learning & reflection events such as ‘before action’, ‘action/ real-time learning’ and ‘after action’ learning events.
  • Act as the technical focal point for all CHS, AAP, CFM and CoC related matters within the CO.
  • Actively engage and contribute at the regional AAP working group initiatives and CoC meetings, and also represent DRC at national AAP related forms.
  • Ensure the that learning from the accountability component is documented and shared with programmes, operations and partners; Lead on the dissemination of the learning related to accountability;
  • Design monthly accountability snapshots, compile key findings & trends and design reports to ensure analysis around timeliness and effectiveness of response to beneficiary feedback;
  • Support the MEAL Manager with CFM trends to facilitate learning & reflection events such as ‘before action’, ‘action/ real-time learning’ and ‘after action’ learning events.
  • Support in the capacity building of the local partners on accountability, while strengthening their accountability mechanisms;
  • Lead on the strengthening of the Accountability practices and processes based on DRC’s new community-based FCRM toolkit;
  • Represent DRC Lebanon at relevant inter-agency Accountability Taskforce and potentially other working groups;
  • Support the process of CHS self-assessment and certification across all offices;
  • Ensure that the DRC staff are aware of and support all efforts towards accountability, specifically to beneficiaries and in line with the international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of the programme;
  • Provide day to day support to Accountability Assistance by providing technical guidance, capacity building and ensuring frequent feedback.
  • The Accountability Specialist is also a Code of Conduct Focal Point for the organization;
  • Facilitates, in collaboration with the responsible line managers, that all staff in the operation are trained in DRC’s Code of Conduct and what it means for them in their particular job function and risk environment;
  • Facilitates, in collaboration with the responsible line managers, that DRC’s stakeholders are informed about: how to report misconduct; what standard they should expect from a DRC staff; their right to report misconduct;
  • Ensures that compliance self-checks with respect to DRC’s Code of Conduct Quality Standards are done timely;
  • Liaises with other Code of Conduct Focal Points (HQ, region if relevant, and country) regarding the operation’s implementation of and compliance with the Code of Conduct.
  • Perform other duties as directed by the MEAL Manager.

About you

To be successful in this role we expect you to have a  Master’s degree in social sciences, community or international development, public health, social work or similar. Moreover, we also expect the following:

  • At least 3 years of senior experience in Accountability Components including Code of Conduct in a humanitarian organization;
  • A cumulative of at least 5 years of experience working in the Accountability Sector.
  • Strong experience in capacity building;
  • Hands on experience in operating and managing a community feedback mechanism (CFM)
  • Traveled and worked throughout the country, good understanding of contextual, cultural, and social norms and barriers.
  • Comprehensive understanding of Monitoring, Evaluation, Accountability and Learning specifically, information management or accountability frameworks and processes.
  • Knowledge and/or experience implementing the requirements of the Humanitarian Accountability Partnership/Core Humanitarian Standard.
  • Experience in representation in working groups;
