Terre des hommes- Lausanne is seeking a qualified Part-Time Security and Liaison Officer.

In local contexts, the Security and Liaison Officer is responsible for monitoring the overall security situation, applying the security regulations and providing sound and timely advice to the Lebanon delegation staff and management in order to support the safe and efficient delivery of programme activities in the designated areas of operations.

He/she will be responsible for maintaining security on the ground, ensuring the safety and security of designated properties, assets, personnel, and visitors. He/she will assure the security systems and procedures are effective and functional and will duly and timely report any concerns and exchange on security and safety related matters.

He/she will provide advice to the management on security issues in the areas of operation, ensuring that needed safety and security assessments and information gathering are conducted regularly.

Under the management of the Country Delegate, the Security and Liaison Officer will perform the following tasks:

Job Duties & Responsibilities

Activities:

  • Represent the organization when liaising with the local administrations;
  • Keep informed of any changes in the administrative procedures for obtaining documents;
  • Establish or reinforce relations with the representatives of the different administrative services.
  • Meet with the representatives of the different administrative services as often as necessary to obtain documents or solve problems.
  • Identify and develop functional contacts and relationships with key stakeholders (i.e., local authorities, security actors, ISF, civil police, municipal police and LAF etc.).
  • Carry out security check-ups and clearances for expatriate/international and national staff prior to their movements to the field.
  • Ensure clear and broad communication of security guidelines, rules, regulations, and standard operating procedures (SOPs).
  • Conduct security briefings for field missions and new staff members, as required.
  • Provide support and guidance to the base management in dealing with staff conflicts that arises with external parties and/or security members, and setting meetings and actions as per procedures.
  • Perform other related duties upon request to support the line manager.

Information:

  • Monitor the evolving situation in the area of operations in coordination with other actors as per country and programme guidelines.
  • Facilitate access to operations through the provision of dependable advice to staff and manager.
  • Act as the local focal point for security co-ordination and information sharing between the relevant actors within the area of operations.
  • Collect, verify, analyze and report information that affects, or may affect, Tdh operations.
  • Establish a network of contacts and represent the delegation at security meetings.
  • Provide security briefings and orientation to all new staff.
  • Assist in training on security procedures as required for program staff.
  • Identify reliable sources of information in the areas of intervention.
  • Ensure information sharing with regard to general and specific security and safety aspects for the national team via WhatsApp group, SMS and phone call.

Analysis:

  • Track security related incidents and developments and prepare and submit security reports and trend analyses as required.
  • Conduct regular Security Risk Assessments.
  • Provide advice on programme development and implementation.
  • Contribute to the provision of sound analysis of the security, political social and economic environment Tdh is operating in.

Safety Risk Management:

  • Assist with the implementation of regional security policies, protocols and procedures related to the safe implementation of activities.
  • Supervise the implementation of physical and asset protection protocols and regulations.
  • Ensure that appropriate access controls are in place for all facilities.
  • Advise, assist and control the procurement and issue of security and protective equipment.
  • Conduct regular site assessments and advise on mitigation measures.
  • Assist in the management of security incidents and crises, provide timely and accurate incident reports and analysis.
  • Maintain database records and hardcopy files used to track safety and security data.

Coordination:

  • Coordinate with partners, stakeholders, and other NGOs to identify mutual areas of intervention, while consulting on issues of mutual interest and suggesting options to address such issues.

Organisational Policies:

  • Respect the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breaches of the policy
  • Is aware of, abide by and promote the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job
  • Participate actively in weekly and monthly coordination meeting with the line managers

Job Requirements:

  • Academic Background: University or technical degree in a relevant field.
  • Experience:
  • At least 4 years of experience in LNGO or INGOs dealing with security processess such as preparation of security plan and coordination with stakeholders is requested.
  • Experience of incident reporting, incident mapping, intelligence collation and analysis functions, compilation of security reports and assessments.
  • Good understanding of the humanitarian context.
  • MS proficiency (i.e., Internet, Word, Excel, Outlook, etc.).
  • Must have a valid driving License.
  • Professional competencies:
    • Sound knowledge of Humanitarian principles
    • Knowledge of INGOs working environment is an asset
    • Knowledge of main local actors and experience in engaging with them
    • Experience negotiating access for humanitarian or other agencies
    • Strong sense of personal integrity
    • Training or experience in crisis management
    • Training in safety, fire and evacuation procedures
    • Show flexibility outside working hours

Reports to: Country Director

Location/Travel:  Roving position between Beirut, Bekaa & Tyre. Office based in Beirut.
