REHABILITATION OF THE COLLECTIVE SHELTERS IN SAHEL EL ZAHRANI

 

Background

Action Against Hunger (AAH) is implementing a project to rehabilitate the WASH facilities for the Syrian refugees in the collective shelters in South Lebanon to improve their living conditions.

To achieve the objective of this term of reference, Action Against Hunger plans to rehabilitate the toilets and sanitation systems, provide and install handwashing points and water tanks, and other related WASH components.

Objective

The purpose is to solicit competitive offers to provide all the works and services related to the rehabilitation of WASH facilities in 4 collective shelters and 1 PHCs in the South Governorate. The work includes rehabilitation of WASH facilities for the beneficiaries including WASH facilities and appliances and installing of stormwater drainage in the needed sites. The type of works,, specifications, items and quantities are included in the attached BOQ.

Estimated workplan for the service:

Below are the projected timeframes based on Action Against Hunger’s plan of the proposed works  and the duration of the project. Vendors must share their detailed timeframe as part of their technical offers. The submitted timeframe will not be considered for the implementation unless approved officially by AAH team.

Site Visit
Site visits to the various work locations will be held between the 18, August 2022 and 19, August 2022 organized by Action Against Hunger. It is mandatory to attend site. Minutes will be taken during the site visit and meeting, and these will be communicated - together with any clarifications in response to written requests which have not been addressed during the meeting in writing to all bidders no later than 23, August, 2022 16:00  (local time of the Beirut strip). All the costs of attending this meeting will be borne by the bidders.

Requirments for Admission:

The contractor shall submit

  1. Past clients’ levels of satisfaction with the quality of previous works by the contractor.
  2. Experience in WASH construction works such as handwashing points, Plumbing, water connections, and shelter rehabilitations.
  3. Experience of the applicant and team in the related areas and capacity to cover all related activities.
  4. Logical work plan with available resources to finalize the works.
  5. Timeframe for the proposed work plan not exceeding 2 months
  6. Providing samples for the items in Annex F
  7. List of Available machines, tools, and equipment necessary to conduct the works.

Selection Criteria

The selection of the firm will take into consideration the following points: 

  • Technical quality of the offer – available materials used: 60% 
  • Financial offer 40%

Selection Process

A Contractor Selection Committee (CSC) will evaluate technical and financial proposals according to the requirements and criteria defined above. Evaluators will first independently assess whether the technical proposals comply with submission requirements and will then evaluate each proposal. The CSC will be composed of a minimum of 3 staff from Action Against Hunger.  

Role and Responsibility of the Contractor 

The Contractor is obliged to: 

  • Submit a detailed Action Plan with the timeline of the Works, from the first day of construction work up to the end of the contract. 
  • Guarantee the quality of the construction materials’ delivery during the implementation of the construction Works as per the specifications of materials already approved by the contracting party. 
  • Be responsible for the implementation of the works including water and power supply needs. AAH is not responsible for ensuring water and power supply on site.
  • Be responsible for the debris of the construction work and cleaning of the site including Transporation of debris to an approved site.
  • Be responsible for the correct use and storage of the construction materials and equipment during the implementation of the Works. 
  • Follow-up progress activity through Site Forman.
  • The Contractor shall facilitate inspection and audit of the Works done under this Contract by Action Against Hunger´s Auditors or any other person duly authorized by the Action Against Hunger should they at any time wish to do so. 
  • Report any incident or delay to Action Against Hunger field team during the implementation of the activities.  
  • Provide all labour of legal age, transportation, material, tools, and equipment. 
  • Commit to perform the Works as specified in BoQ and design and not to change any specifications of the Work without the written consent of Action Against Hunger
  • The Contractor will respect and process all the legal requirements and necessary authentications to proceed with the Works, including environmental regulations. 
  • Guarantee the full accomplishment of the activities on time or, if there should be any remaining activities, the contractor will be responsible for submitting detailed justification, acquiring Action Against Hunger’s approval, and finalizing the remaining works.   
  • Guarantee the safety conditions for the workers and users in the sites during the implementation of the construction and rehabilitation works. 
  • To abide by all rules and regulations of Action Against Hunger particularly the ones related to safety and security.

Role and Responsibility of the Contracting Party 

Action Against Hunger is obliged to: 

  • Provide on time all the necessary documentation, information, and contacts for the accomplishment of the service (Designs, BoQ of construction materials, General and Particular Specifications, and expected timeline).  
  • Provide the Contractor with the exact locations of the works to be completed.  
  • Liaise with Municipalities. The Contractor is not expected to initiate or participate in the meetings without the presence and authorization of Action Against Hunger.
  • Review and validate the work plan proposed by the Contractor. 
  • Provide any further technical specifications for the adequate performance of the work.  
  • Ensure proper monitoring by assigning a Site Civil Engineer from Action Against Hunger who will be present in the site and to provide the Contractor with technical advice during the work implementation. 
  • Organize bi-weekly management meetings with the Contractor to verify working progress and plan the coming work. 
  • To pay the Contractor according to the Terms of Payments agreed in the Contract. 
  • Final approval of the completion of the works and handover to the municipalities.
