The next elections are expected in May 2022, which is poised to be a crucial year in Lebanon future. Incited by its mission and interest in safeguarding the International standards of integrity and accountability, LADE will be observing the 2022 parliamentary elections in order to assess and evaluate the overall process. The monitoring report shall highlight violations and include legal and technical recommendations for the next electoral cycle, and formulate advocacy points for the review of legal and operational aspects of elections, based on findings of the monitoring operation.

 

Job Purpose: 

Producing final monitoring report that includes all the data and reports from pre-election phase, in addition to all violations reported from the observers on the E-day.

Main Tasks:

The Report Writer Consultant shall be responsible of:

Present a full-scale report that details the results of LADE monitoring for the 2022 parliamentary elections. The report shall consist of:

  1. Detailed explanation of the violation that LADE observed from the opening of the nomination day until polling day on May 15, 2022.
  2. The political and legal framework accompanying the electoral process at three levels, the political framework, the legal framework and the assessment of the management of the electoral process.
  3. Assessment of the management of the electoral process: the performance of the Ministry of the Interior and Municipalities, The performance of the Ministry of Foreign Affairs and the supervisory commission, in addition to assessing and evaluating the work of the registry bodies and the registration committees.
  4. The report shall include in detail the irregularities and violation observed by LADE during the electoral campaign phase, namely, the conduct of the electoral process, or of the electoral campaigns, namely the use of influence for electoral ends, violence and pressure on voters, assistance and bribing, electoral media and advertising, observing the electoral silence period.
  5. The report shall include all violations observed by LADE fixed and mobile observers  deployed in all the electoral districts on the E-day, including a detailed analysis of those violations, particularly in terms of their direct impact on the transparency and democracy of the electoral process.
  6. The report shall include LADE observation of the head of polling stations in all districts, and shall include observation of elections for Out of Country Voters.
  7. Finally, the report shall detail LADE’s recommendations for reforming the legal framework for the electoral process, as well as improving administrative procedures aiming at enhancing the transparency and democracy of the electoral process.

Minimum Qualifications

  • University degree in political science, or social sciences or any related field;
  • At least 5- 10 years of experience in elections, international standards of democratic elections, and electoral context in the Mena Region;
  • Previous experience in writing full analytical reports in Arabic Language
  • Understanding of Lebanese national issues, in particular strong background & expertise in relation to elections dynamics and electoral law.
  • In depth knowledge of the Lebanese context political, economic, social, sectarian etc…;
  • Ability to analyze information, evaluate options and to plan strategically;
  • Commitment to and understanding of democracy values and principles including rights-based approaches.
  • Fluency in written and spoken Arabic
