Project Summary:
MSI is a key partner in the Quality Instruction Towards Access and Basic education Improvement (QITABI)-2 Project, which is led by World Learning. QITABI-2 combines a crisis response and development approach to expand equitable access to education and improve learning outcomes for children. MSI will collect and analyze data on students’ performance levels in reading, writing, math, and social emotional learning (SEL) and conduct surveys and observations of teachers’ instructional knowledge and practices.
Starting in January 2022, MSI will conduct a literacy and numeracy baseline assessment for the QITAB 2 project. The baseline will be carried out in around 270 schools throughout Lebanon.

Position Summary:
MSI will contract Data Quality Control Officers (DQCOs) to review and process data collected in Grades 3 and 6 using group-administered assessment tools. The DQCOs will ensure answer sheets are completed correctly, will scan sheets, process data and inform technical team of errors. The DQCOs will work from the QITABI 2 offices or other designated location.

The DQCOs will be contracted for up to 45 working days in March and April 2022.

Responsibilities:

  • Review daily all Grade 3 and Grade 6 curriculum-based assessment (CBA) answer forms received from data collection teams.
  • Review answer sheets for errors and notify Technical Manage of recurring mistakes that should be communicated to QCOs for correction.
  • Scan all CBA answer sheets per established instructions.
  • Ensure that all answer sheets are scanned properly according to tracking information included on enveloped and reported by data collection teams.
  • Process files using Remark software.
  • Flag any issues with scanning or processing of data
  • Ensure all ensure sheets are organized by school, grade, subject and sealed in proper envelopes
  • May be asked to participate in training of data collectors on how to best complete the answer sheets
  • Make recommendations to improve assessment and scanning activities

Qualifications:

  • Bachelor’s degree required
  • Academic background in education, psychology, social sciences, research, and relevant field required
  • Experience with technology, including scanners and computers, required
  • Experience with PDF formats, required
  • Ability to process data using specialized software, required
  • Managerial experience with data collection, processing and monitoring preferred
  • Experience with development projects preferred
