- Lead the quality development and control in programmes through continuously improving programming methodologies, techniques and through a mentoring programme with managers on programme tools and approaches.
- Oversee the development and implementation of monitoring and evaluation systems in Rahma for Special Needs RSNs Lebanon’s programme activities, in line with Rahma for Special Needs RSNs programme polices, standards and strategies.
- Ensure the effective and professional management of donor grants and support the development of high quality proposals.
- Provide ongoing mentoring, support and advice to Programme Managers to ensure high quality Project Cycle Management.
- Support in the development of Rahma for Special Needs RSNs’s Executive programme strategies ensuring they are responsive to the changing environment and needs of the participating communities. Rahma for Special Needs RSNs is emphasizing integrated resilience building programmes, with a particular focus on equality.
- Facilitate high quality programme development processes through project concept notes, proposals etc., and by ensuring adherence to Rahma for Special Needs RSNs PCM guide.
- Ensure that programming meets high standards in terms of design, monitoring and evaluation through Rahma for Special Needs RSNs  Project Cycle Management System, Core Humanitarian Standard (CHS) accountability commitments, Programme Quality Guidelines and PM Framework.
- Facilitate programme launch meetings, quarterly and annual programme reviews and organize reviews and final evaluations in line with the organization’s and donors’ requirements.
- Develop a comprehensive and participatory programme planning and implementation process that includes programme participants, staff, and other stakeholders as appropriate.
- Work with the Executive Director to develop and implement a funding strategy to ensure future funding streams are known and developed to the greatest extent possible.
- Maintain good donor relations through the production of high quality and timely donor proposals and reports and promote joint planning and monitoring among programmes and ensure integration and effective learning across sectors.  
- Maintain monthly control over all programme related expenditure and ensure that managers understand and follow Rahma for Special Needs RSNs procedures and controls on all expenditure.
- Support managers to develop accurate financial forecasting in line with the budget and projected expenditure.
- Assist the Executive Director in coordinating and managing Executive strategic issues through involvement in decision making at the senior and Core Management Team Meetings and other Rahma for Special Needs RSNs forums.
- Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract.
- Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback and take decisive action in the case of poor performance.
- Ensure that work within the team(s) is planned and organized in a way which will meet the organization’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
- Take an active part in the definition, implementation and monitoring of a staff capacity development plan.
- Build clear processes in each programme to ensure organizational learning is prioritized and systematically used in PCM, external exchange and advocacy.
- Oversee and manage the development and finalization of partnership agreements and their management and implementation and ensure that reviews are documented and evaluations reports are in line with the Rahma for Special Needs RSNs and donors’ requirements.
- Be aware of, understand, comply with and be a model of Rahma for Special Needs RSNs’s HR policies like Code of Conduct, and ensure that every member of the programme team is aware of, understands and complies with all of Rahma for Special Needs RSNs’s policies and procedures. Contribute to on-going security management and planning as necessary.
- In charge of defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
- Develop and refine various data collection instruments (both quantitative and qualitative), and maintain a results database, as well as data collection procedures (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals, data collection templates…)
- Support all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary and support the operations field team in their role to collect and enter data from participants through registration database and surveys.

Qualifications: 

- A minimum of 6 years’ experience in Program Management, Program Development and monitoring and evaluation
- Knowledge of human rights principles and standards
- Experience in proposal writing and donor reporting
- Experience in preparing budgets and monitoring expenditure
- Familiar with core principles of Children Rights, Participation, Do No Harm, Community, and Family Support as well as Education in Emergencies minimum standards (INEE);
- Ability to successfully manage multiple projects simultaneously 
- Excellent organizational and interpersonal skills, an engaging and confident personality, and enjoy dealing with a wide variety of people 
- A thorough understanding of the non-formal education sector and the needs and challenges faced by students in Lebanon
