Call for Expression of Interest - Implementation Partner

Background:
Welthungerhilfe (WHH) has been supporting humanitarian and development projects in Lebanon since 2016, in partnership with local NGOs. WHH has submitted a concept note for a new three-year project funded by the German Ministry for Development and Economic Cooperation (BMZ) starting in October 2022 which envisages a continuation of the support and a geographical expansion to the governorates North and Akkar. Contingent on a positive reply by the donor BMZ, WHH will prepare a full proposal for the project in the beginning of 2022 with the support of the identified local partner organisations. Contingent on a positive reply from the donor for this full proposal, the project would start in October 2022.
Local organisations interested in implementing the project in the governorates North and Akkar are invited to submit their proposal for how to achieve the below outlined outcomes and outputs. Please present the organisation’s experience in the fields of agriculture, livelihoods and social stability; a detailed description of the proposed activities and the respective beneficiary numbers as well as a tentative budget (containing budget headers for Project activities, Operational costs, Staff, and Other).

Project description:
Project objective: Improving the social and economic resilience of vulnerable host and refugee communities in Lebanon

Outcome 1: Access to more profitable markets is improved for vulnerable host and refugee communities.
Output 1.1: Producers, food processors and marketers work in accordance with market needs.
Output 1.2: Complementary partnerships between the actors in the agricultural value chains have been established.

Outcome 2: Increased competitiveness of local actors along the value chain.
Output 2.1: Agricultural producers and processors have improved skills and produce better quality products.
Output 2.2: Improved marketing of producers and processors.

Outcome 3: Partnerships between communities of different ethnic backgrounds are strengthened.
Output 3.1: Joint interventions for the equal benefit of host and refugee communities (improved infrastructure, production partnerships) have been implemented.
Output 3.2: Increased cooperation between communities of different groups.

Direct target group in the governorates North and Akkar: ca. 12.000 persons
• Mainly small farmers, refugee families, small entrepreneurs. 70% members of host communities, 30% refugees, approx. 200 people with disabilities (PWD).
• Cooperation with approx. 10 local authorities of 10 municipalities, association of municipalities, promotion of 20 manufacturing companies, consultation of key persons from chambers of commerce
• Outcome 1 & 2 Market access/competitiveness: approx. 300 small farmers, 300 food processors, 100 food marketers; 20 MSMEs, 40 employees of the Ministry of Agriculture and 40 employees of the local administration, 80 members of purchasing and sales committees, 100 members of solidarity groups.
• Outcome 3: at least 500 CfW beneficiaries, 10,500 beneficiaries of partnerships (e.g. awareness-raising events, promotion of social networks, fairs/exhibitions, conflict-transformative approaches, shared infrastructure).

Indirect beneficiaries: approx. 48,000 persons (12,000 HH).

How to apply

Interested organizations submit their proposal with the subject “Implementation Partner” by the 16th of December 2021 to [email protected]. Interested organizations need to be officially registered as a Non-Profit Organization in Lebanon.
After the deadline, organizations who submitted a proposal will be contacted by WHH to explore the possibility of a cooperation. Please note again that the funding for this project is not yet secured, but depends on the feedback of the donor (BMZ) for the concept note and then also for the proposal.
