M&E Officer

Basmeh and Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

Job Purpose : 

• The Monitoring and Evaluation Officer at Basmeh and Zeitooneh will work to develop results-based frameworks, as well as monitoring of the quality of the programs\ projects.
• She/he will be responsible for communicating M&E information, gathering data from the field staff, follow up on activities and reporting.

Main Responsibilities :

• Assist Program Managers and Senior Management in the development of systemic and realistic monitoring plans that utilize quantitative and qualitative data to report on project performance indicators.
• Develop plans for the monitoring of project activities and progress towards achieving the project’s targets, goals, and objectives.
• Developing appropriate monitoring and impact indicators to measure the efficacy of programs implemented within the organization.
• Assist in designing and implementing monitoring and evaluation frameworks for proposed projects.
• Train staff in using Monitoring and Evaluation tools to ensure that all tools and processes are understood.
• Develops a process and tools for data collection, analysis, and reporting for project staff.
• Collection of data through the creation of surveys, as well as organizing focus groups, interviews, and field visits with beneficiaries or target communities, that respond to indicators and M&E plans. 
• Cooperation with Project Manager in order to create monthly, quarterly, and final reports on findings and lessons learned through data collection and analysis.
• Contribute to the development of programs and proposals by developing logical frameworks and measurable indicators.

• Track and monitor project implementation and compliance based on the work plans and proposals.

• Participate and assist in data collection, monitoring activities of other projects\ programs that are not under her\his responsibilities.

• Assist M&E management in developing progress reports for the organization.

Key Performance Indicators:

• Monitoring and Evaluation tools are designed, communicated, and used.
• Project\program team is aware of the M&E requirements and tools.
• Quality of the project\program is tracked and reported. (targets, implementation, goal).
• Project overview report is produced by the end of the projects.
• The quality of donor reports is maintained.
• Problems solved with effectiveness.

Education & Experience :

• A Bachelor's degree in Development Studies, Business or Public, Data management.
• Administration or another related social science field.
• MBA is a plus.
• A minimum of 2 years of experience in designing and implementing monitoring and evaluation tools in non-governmental organizations.
