ABOUT THE STRUCTURE…

Solidarités International (SI) is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.

Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries in Asia, Middle East, Africa and Caribbean where they are particularly committed to fighting diseases related to unsafe water but also in the essential area of food security and livelihoods.

ABOUT THE JOB

General objective:

Under the supervision of the Field Coordinator and MEAL coordinator, the MEAL Manager will be responsible for SI monitoring and evaluation component to improve on-going programs, and to provide a better understanding of the humanitarian situation and its evolution through high quality assessments and reports. The MEAL Manager will supervise SI MEAL team composed of MEAL Supervisors, a Hotline Officer, Accountability Officer and M&E Officer. He/She will set up individual and/or team objectives and ensure the daily management of the team. He/she will be in charge of conducting regular capacity building trainings related to MEAL.

The M&E manager will ensure close coordination with the program managers in order to ensure regular feedback, to share information and build on lessons learned in SI programming strategy. 

The main challenges:

• The position is newly created, and the MEAL Manager will have to supervise a team of 4 staff members
• Carry out comprehensive needs and context assessments
• Manage multi-sectoral needs assessment and the process of vulnerability scoring and targeting

Priorities for the 2/3 first months:

• Set up or update MEAL Plans for each project
• Supervise needs assessment data collection and conduct analysis to inform strategic programming
• Implement updated FCRM and Referral SOPs

Responsibilities and main activities:

Implementation and supervision of all M&E activities

• In collaboration with the Field Coordinator, MEAL Coordinator and the program managers, prepare the M&E Plan for on-going programmes and new programmes, including timeframe of activities, data collection methodology, tools to be used and expected delivery.
• In collaboration with the Field Coordinator, MEAL Coordinator and the program managers, ensure the follow-up of programs indicators by sampling, collecting and analysing data, guaranteeing quality data and reviewing reports. 
• Support all programme teams in conducting monitoring surveys (review methodologies and provide necessary trainings).
• Produce monitoring and evaluation reports, including adapted recommendations, and disseminate the results through feedback sessions and visualisation techniques.
• Participate in base meetings and provide update on MEAL activities to all SI’s employees.

Context and needs assessments

• Adapt methodology and tools for specific Needs Assessments and context analysis
• Lead assessment team in quantitative and qualitative data collection
• Analyse qualitative and quantitative data and produce high quality reports
• Conduct systematic review of situation analysis, combining internal and external data

Information management

• Support implementation of a data management system to operationalize program and MEAL strategies; a system that informs planning, implementation, monitoring and evaluation of the emergency response programme/s.

Accountability

• Ensure and support implementation of Accountability systems that are compliant with SI protocols, and other relevant quality standards for emergency programming (e.g. SPHERE).
• Manage the Complaint Response Mechanism and referral system of SI mission (proper reception, logging, referral, follow up of the cases and feedbacks).

Learning - Institutional Knowledge Building

• Encourage learning based on best practices, lessons and feedback captured from beneficiaries to guide the design and implementation of SI programs.
• Collect internal and external data to produce IKB reports on specific issues.
• Work in close collaboration with SI Field Coordinator to provide inputs to inform SI strategy.

Project Development

• Upon request from the MEAL coordinator, contribute to proposal writing.

MEAL team management

• Ensure daily follow-up of the MEAL team with weekly planning and objectives, administrative and logistical management.
• Directly supervise the MEAL Supervisors, Hotline Officer, Accountability Officer and M&E Officer.
• Ensure technical capacity building of the team.

Representation, Coordination and Communication

• Represent SI in MEAL information management meetings and working groups.

• Identify humanitarian organizations working in the area, all actors or specialists involved in the same activities as SI and coordinate with them for data collection.
• Support the dissemination of the achieved results, success stories and testimonies at international, national and local level, among partners and stakeholders.

YOUR PROFILE

Specific skills and experience:

• Bachelor Degree
• 5 years minimum of Experience in NGO
• 3 year at least as of management experience in MEAL
• Solid experience in at least one of the following sectors: WASH, Shelter, Livelihood, Protection

Competencies & skills

• Excellent reporting and communication skills;
• Demonstrable experience in the design and use of both quantitative and qualitative data collection tools, and data coding, cleansing, analysis and presentation
• Technical skills should include advanced Excel use and knowledge of ODK. Knowledge of PowerBI, NVivo, SPSS, Stata, and/or R is an advantage
• Problem solving and with the ability to assess challenges and recommend solutions;
• Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;
• Excellent understanding of humanitarian principles, accountability, and do no harm;

Soft skills:

• Solid organizational and communication skills;
• High sense of integrity, responsibility, and accountability;
• High level of autonomy, independence, ability to learn, and initiative (employee may occasionally be managed remotely).
