1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.

2.  Summary of Position

The Senior Grants, Subcontracts, and Procurement Manager (SGSPM) oversees the solicitation, negotiation, award, administration, and close-out of all subawards issued by CSP’s various technical components, known as task orders. Subawards include grants (in-kind, fixed award amount, simplified and standard cost-reimbursable); purchase orders for commodities and services; subcontracts, including large-scale construction; and memorandums of understanding (MOU). The SGSPM is responsible for supervising a team of up to seven grants, subcontracts, and procurement specialists and shall have advanced knowledge of applicable USAID rules and regulations to ensure compliance, while also training and mentoring staff and local partners on adherence to prevailing regulations.

3.  Specific Duties and Responsibilities

  • Interacts with technical teams to ensure all grant, subcontract, and procurement activities are achieved on schedule according to programmatic priorities and in accordance with approved specifications and within the allocated budget.
  • Manages all programmatic and operational subcontracting, grant-making, and procurement, while ensuring compliance with Chemonics internal controls as well as USAID rules and regulations (FAR, AIDAR, CFR, ADS 303, OMB).
  • Oversees subaward planning, solicitation, evaluation, cost analysis, responsibility and cost reasonableness determination, negotiation, award and sub-agreement preparation, post-award administration, and close-out.
  • Conducts pre-award responsibility and financial review of potential subcontractors and grantees. Participates in examining financial, accounting, and administrative procedures for control of funds and expenditures, including appropriate reporting and authorities.
  • Negotiates with potential subcontractors and grantees in coordination with CSP’s technical teams.
  • Prepares grant agreements and issues subcontracts and purchase orders while also explaining terms, conditions, roles, and responsibilities to local partners.
  • Monitors subaward expenditures and update budget trackers and submit financial expenditure projections on monthly/quarterly basis.
  • Establishes financial and administrative procedures for cost-reimbursable grants, including appropriate reporting and authorities.
  • When necessary and appropriate, performs pre-award assessments to determine applicant management and technical capacity to administer grant and subcontract awards.
  • Ensures that recipients of subawards are provided with suitable guidance and technical assistance to manage their subawards, including financial management and reporting on use of funds.
  • Ensures the highest levels of honesty, integrity, openness, and transparency in administering CSP’s subawards.
  • Ensures that all subaward files are maintained in a current and complete manner and are audit-ready at all times.
  • Manages and maintains project inventory.
  • Supervises team of grants, subcontract, and procurement specialists and appropriately delegates tasks according to CSP project priorities while also maintaining high levels of quality control.
  • Travels to field locations if/as needed to support subcontracting, grant-making, or procurement.
  • Performs any other relevant duties as assigned by supervisor or equivalent.

4.  Minimum Qualifications

  • Bachelor’s degree in relevant field required from an accredited university;
  • At least 10 years of experience working in the relief and development sector in Lebanon on projects funded by international donors;
  • Experience working on projects geared towards improving access to essential services and livelihoods preferred;  
  • 5-7 years of experience with grant, subcontract, and procurement administration and management required, including knowledge of USAID rules and regulations governing subawards;
  • Proven ability to interact with technical teams and convert technical specifications into subaward assistance instruments;
  • Experience with subaward planning, solicitation, evaluation, cost analysis, negotiation, award and sub-agreement preparation, and post-award administration; experience with construction subcontracting strongly preferred.
  • Demonstrated prior management and supervisory experience required.
  • Ability to work within a dynamic, fast-paced team with proven interpersonal skills;
  • Experience working across Lebanon, specifically vulnerable communities in the North, Beqaa and the South regions;
  • Fluent Arabic and English speaking and writing skills.

5.  Place of Assignment

The SGSPM will be based in the project’s main office in Beirut, Lebanon, and may be required to travel throughout the country as needed.

6.  Reporting

The Senior Grants, Subcontracts, and Procurement Manager will report directly to the Deputy Chief of Party, or equivalent.
