1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project provides technical assistance to municipalities, civil society organizations (CSOs), the private sector, and other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to provide technical assistance and capacity building support to local partners to enhance the sustainability of CSP’s community stabilization and community interventions

 2.  Summary of Position

The Capacity Building Associate will support CSP’s Capacity Building Managers (CBMs) in the regular follow up related to the implementation, reporting, and closing of the technical assistance activities.

3.  Specific Duties and Responsibilities

      Identification and Design of Technical Assistance Activities

  • Assist CBMs, as per their request and instruction, in the identification and the design of potential capacity building activities for the local beneficiaries (CSOs, municipalities, and water establishments) that are appropriate to respond to the established program goals, purpose, and strategic priorities.
  • Draft technical assistance assessment reports, as requested by the CBMs.

 

 

Short Term Technical Assistance (STTA) & Service Providers (SP) Follow Up

  • Assist the CBMs in the review of the technical assistance material submitted by the STTAs and SPs.
  • Attend all coordination meetings with the SPs and STTAs and issue the minutes, as needed and requested.
  • Follow up, as per the CBM guidance, on the STTAs and SPs activities’ timeline, material preparation, minutes of meeting, evaluation, etc., as needed and requested.
  • Ensure that all the final deliverables received from STTAs and SPs are properly saved and documented. This could include, but is not limited to, training material, pictures, pre and post tests, attendance sheets, etc.

 

Capacity Building Officers (CBO) Follow Up

  • Follow up with the CBOs on the activities’ implementation, in terms of logistics, attendance, evaluation, etc. as directed by the CBMs.
  • Review the technical assistance reports sent by the CBOs, per activity, and highlight all the major concerns to the CBMs.
  • Attend all closing reports meeting scheduled by the CBOs.
  • Review and modify the activities’ closing reports, issued by the CBOs, for accuracy and completion, prior to submission to the CBMs.
  • At the activity completion, make sure that all related information is properly saved on CSP’s DevResults-enabled database.
  • Review the CBOs’ monthly expense reports, for accuracy, prior to sharing with the CBMs.
  • Conduct field visits to assist the CBOs in the activities’ implementation, when needed.

 

Activities’ Tracking

  • Produce and maintain, on regular basis, the TO 3 activities’ trackers as per CBMs’ request.
  • Attend CSP task orders’ meetings, when needed and provide the minutes.

 

4.  Qualifications

  • Bachelor’s degree in a relevant discipline such business, management, social sciences, etc.
  • 4+ years of experience in projects’ implementation, follow up, and reporting
  • Experience in capacity building is preferred
  • Previous experience working in USAID projects and with local municipalities and CSOs is preferred
  • Excellent writing and review skills to construct reports that explain their key findings
  • Excellent analytical skills
  • Ability to work under pressure
  • Willingness to conduct field visits, whenever requested
  • Proven ability to work collaboratively across diverse sets of stakeholders
  • Fluency in spoken and written Arabic and English is a must
  • Demonstrated team skills and experience working in medium-sized teams

5.  Location of the Assignment

The Capacity Building Associate will be working from the CSP offices in Sin-El-Fil and will be traveling to project field locations to assist in the activities’ implementation.

 6.  Reporting

The Capacity Building Associate will be reporting to TO 3 Municipal and CSO Capacity Building Managers.
