Background/IRC Summary:

The International Rescue Committee (IRC) is an international organization specializing in emergency and humanitarian programming. In January 2014, in response to the influx of Syrian refugees in Lebanon the IRC began a project providing psychosocial support, case management and apprenticeship opportunities to Street and Working children/youths and their caregivers in Mount Lebanon/Beirut. Direct services have been coupled with advocacy work with both national and international counterparts.

Job Overview/Summary:

Under the overall supervision and guidance of the Senior Manager, the child protection Manager will be responsible for providing ongoing supervision and support to the child protection team in Bekaa which consists of psychosocial (PSS), case management (CM), BLN and capacity building for local partners and stakeholders. While working closely with the senior manager, the CP manager is responsible for attending internal and external coordination meetings, drafting reports, managing budgets, working on proposals development as well continuing efforts/initiatives that are underway with national government counterparts on street and working children and other child protection related topics. The CP manager will manage operational aspects of the day to day running of the projects which includes supervision of staff, supporting the team to manage high risk cases, remain on standby for weekend emergencies, along with longer term child protection systems building work which will require extensive advocacy efforts.

Major Responsibilities:

Program development & Coordination

  • Work closely with the CP Coordinator and Senior Manager and to develop project proposals,ensure financial processes comply with internal regulations, prepare budgets;
  • Responsible for overall implementation of quality child protection programming in the Bekaa
  • Oversees appropriate documentation of the program (databases, Activity Info, weekly and monthly reporting internally and externally);
  • Set Detailed Implementation Plans, spending plans for all grants and closely monitor grants outputs in a timely and accountable manner;
  • Assumes responsibility in ensuring the team delivers quality services for children and their families (case management, apprenticeship, and PSS);
  • Attend meetings in coordination with the CP Senior Manager;
  • Maintain regular contact with NGO’s involved in the field of child labour and child protection;
  • Assumes responsibility in ensuring reporting is done on a timely and quality basis.
  • Advocate for the development of systems to protect vulnerable children in coordination with nationalcounterparts and in close consultation with the CP Senior Manager;
  • In close coordination with the CP Senior Manager, seek opportunities for close coordination between IRC’s CP program and other IRC programs (education, child protection,economic recovery, protection and women’s protection and empowerment);
  • Program development: Based on existing gaps in the system (both national and humanitarian), identify opportunities for program development, coordinate closely with the CP Senior Manager on the development of new project proposals;
  • Under the guidance of the Senior Manager and with the support of the CP team, designand implement an awareness raising campaign and community events targeting the wider public on the different CP subjects including street and working children;
  • Contribute to selecting, establishing a partnership process, capacity building and monitoring for local partners.
M&E
    • Coordinate closely with the Senior M&E officer, the ICT4P Manager to document CP trends on weekly basis and provide appropriate updates on a weekly basis this includes drafting and updating weekly Sitreps, trends forms (weekly basis);
    • Ensure adequate and accurate reporting of data-Activity Info, Sitreps, as well as quality M & E reporting at the output and outcome level within the team in close coordination with the M & E officer;
    • Ensure the use of M&E tools and provide all data required for reporting.

Staff management

    • Supervision and mentoring of direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
    • Support the recruitment of Child Protection staff by IRC;
    • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
    • Promote and monitor staff care and well-being; approve and manage all leave requests of the direct-report staff agreed upon with the SaWC manager to ensure adequate coverage.
    • Support the teams in the execution of administrative, logistic and financial tasks in coordination with the relevant departments (such as purchasing items, liquidating advances, filling in relevant documentation and records in a timely manner);
    • Provide daily technical support to the supervisors of the PSS, CM and BLN teams;
    • Other
    • Conduct weekly team meetings with the CP team;
    • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to the Senior Manager, Security officer and Security Coordinator and liaise with external parties as required to maintain/enhance the security environment for IRC programs;
    • Ensure that service provisions within the team are of a high standard by coaching and monitoring field team on a regular basis;

Job Requirements:

Education:

    • University degree in social work, human rights, protection, law or other relevant field
    • Work Experience:
    • A minimum of three-five years working experience in the humanitarian/development field;
    • Experience of working on issues of exploitation, street children and trafficking ;
    • Experience of working in Child Protection programs in emergencies;
    • Experience in proposal writing and budget development;
    • Experience in budget management;
    • Experience in managing and supporting staff development;
    • Ability to work with short deadlines and under pressure;
    • Personal qualities: Team player, flexible, able to handle pressure well and work in cross-cultural setting;
    • Staunch advocate and believer of child protection and child rights.
    • Demonstrated Skills and Competencies:
    • Demonstrated experience in developing training manuals and tools;
    • Demonstrated experience in developing project proposals and budgets;
    • Demonstrated experience in report writing.

Language Skills:

Fluency in English and Arabic Desirable

    • Experience working with Lebanese, Dom and Turkmen communities, Palestinian and Syrian communities.
    • Experience in working in the region a plus. Working Environment: Office work and field trips
