  1. Role and responsibilities

The Logistics Officer is responsible for undertaking roles and responsibilities related to procurement warehouse, fleet and asset management in South Office in compliance with NRC’s policies and procedures and donors’ rules and regulations.

 

Generic responsibilities

 

  1. Implement NRC’s logistics policies and procedures at office level.
  2. Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes.
  3. Provide anticorruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset and Warehouse management).
  4. Provide trainings, mentor and support to South Lebanon logistics staff as needed and other staff in the South Lebanon office in relation to logistics issues.
  5. Provide technical co-ordination and advice to other departments and functions within the office.
  6. Ensure that NRC logistics procedures and processes are followed in the NRC South Lebanon office including files and archives are in use and maintained according to the NRC and project-specific regulations.
  7. Compile accurate and timely overall monthly reports (fleet management, asset management, and procurement tracking/plan, and stock/ inventory report).
  8. Review the monthly logistics reports and advise the Logistics Coordinator where there are irregularities or areas of concern that need follow up.
  9. Participate in donors reports when required.
  10. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

 

 

Specific responsibilities

 

  • Handle a small to Medium scale procurements (National tenders, Long-term agreement, Request for Quotations, etc…) and update the procurement plan as required.
  • Maintain and be responsible for the management of Assets/ Inventory in South office and other NRC community centre in South area.
  • Produce stock/Asset reports according the NRC reporting policy and formats.
  • Support the Logistic Coordinator with data and figures related toKPI reporting.
  • Receiving items (Inventory, assets) as per NRC regulations and rules.
  • Ensure all NRC South-Assets are tagged and listed in the Asset management database at the time of procurement with an asset file created for them.
  • Assist Logistics Coordinator in producing regular, timely and accurate narrative and logistical reports for NRC.
  • Mentoring and supporting the logistics assistant and the drivers.
  • Ensure all transfers are documented.
  • Ensure periodic assets count is done.
  • Support the Logistics Coordinator on large-scale procurement when needed.
  • Implement any other logistics related tasks as requested by the logistics coordinator.

1. Professional competencies

 

  • Bachelor degree in business, supply chain, or any relevant field
  • Minimum 2 years of experience in Logistics, preferably within a humanitarian context;
  • Experience in supply chain operations; and key institutional donor’s rules and regulations;
  • Experience in procurement, fleet, warehouse and assets management.
  • Proficient in MS Office applications
  • Fluent in both Arabic and English, written and verbal
