Job Overview: The Senior Legal Manager maintains oversight of the IRC’s legal programming across multiple grants and field locations (Beirut & Mount Lebanon, North Lebanon and Bekaa).This includes working closely with the three Senior Legal Officers in each field location to ensure the quality of legal programming; providing technical oversight, in-field coaching and professional capacity building plans as required. She/he will be responsible for ensuring that legal programming is successfully implemented according to work-plans and spending-plans set for each project. She/he will work closely with each Senior Legal Officer to ensure the tracking of key legal developments and will provide analytical inputs into donor reports.

The Senior Legal Manager will take a key role in the IRC’s strategic vision for partnership with local legal actors and systems strengthening. This will require a high level of initiative, strategic vision and external engagement with key stakeholders. Working closely with local partners, the Senior Legal Manager will be responsible for providing external capacity building and technical support for external stakeholders. At the national level, the Senior Legal Manager will represent the IRC in key forums and provide technical inputs in various working groups as required. She/He will also be in charge of ensuring coordination with the other streams of the IRC protection program to advance integration objectives.

 

Major Responsibilities:

Major responsibilities of the Legal Manager (not exhaustive) are listed below:

Strategic program development

  • Provide strategic inputs on the IRC’s partnership strategy with local legal actors, including identifying entry points for collaboration/joint project design.
  • Identify key entry points and developing the strategy for the IRC’s ‘protection system strengthening’ work; which may involve close collaboration with key institutions such as the  Bar Associations.
  • In cooperation with the Protection Coordinator ensure mainstreaming of legal information across sectors within the IRC program and support integration of programming.
  • Represents the IRC within various coordination forums and builds relationships with key stakeholders.

 

Technical Guidance & Management

  • Provide direct supervision to the IRC legal teams across the three field locations and multiple grants to ensure the quality of legal programming.
  • Review & update the IRC’s existing Standard Operating Procedures (SOPs) on Legal Case Management and ensure all legal teams receiving intensive capacity building to apply SOPs.
  • Assess the capacity building needs of the existing legal team and develop professional development plans / targeted trainings for teams.
  • Undertake regular visits to the field offices to provide in-field coaching and technical supervision for legal programming, and assess performance of staff.
  • Work closely with Senior MEAL Officer and Senior Legal Officers in each field location to ensure all Legal Officers systematically track and update legal cases through the use of CommCare Software.
  • Ensure that Senior Legal Officers in each field location compile regular legal updates, and synthesize the information into analytical updates for donor reporting.
  • Supervise the deliverables on Legal Service Providers and sign on ‘Certificates of Completion’, with verification and spot-checks as required.
  • Provide technical support to Senior Legal Officers for complex legal cases, as required.
  • Works closely with the Senior Legal Officers to ensure that workplan and spending plans are in  place and updated on a regular basis to ensure the achievement of project deliverables.
  • Maintain up-to-date familiarity with all relevant provisions of Lebanese laws and regulations.
  • Promote a strong team spirit and adherence to the IRC’s diversity equality and inclusion policies among the legal staff, and ensure these principles are mainstreamed through legal services provided.

 

Representation, coordination and advocacy

  • Forge connections with counterparts including INGO, Local NGO, governmental and other non-governmental stakeholders.
  • Collaborate with the Protection Coordinator and Advocacy advisor to identify and coordinate advocacy plans and initiatives on legal issues of importance and concern.
  • Collaborate closely with other program departments in order to ensure that linkages between programs are made and programs gain from training best practice.  
  • Ensure information sharing on external coordination efforts related to legal services.
  • Work with external consultants, as required, to work on the IRC’s systems strengthening work.
  • All other duties as assigned.

 

Job Requirements:

Work Experience:

  • At least five years of prior professional experience as a practicing lawyer or in a position where legal advice, counseling and assistance was frequently provided to vulnerable clients.
  • Experience working in human rights, refugee law and/or gender.
  • Experience interacting with judicial, security and administrative authorities.
  • Experience in external representation and coordination.
  • Experience in delivering trainings and capacity building.
  • Strong protection background and/or knowledge of refugee contexts.

 

Demonstrated Skills and Competencies:

  • Excellent communication skills (verbal and written) in both English and Arabic.
  • Excellent knowledge of the Lebanese legal system, its stakeholders and processes.
  • Strong knowledge in International Law Refugee law and Human Rights.
  • Strong management and interpersonal skills; with a demonstrated ability to lead teams.
  • The ability to work independently, set strategic vision and take initiative.
  • Excellent ability to interpret, analyze and synthesize information in a fast-paced environment.
  • Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail.
  • Proactive, flexible, team spirited and willing to learn.
  • Good computer skills including MS Word, Excel and PowerPoint.
  • Strong presentation and external representation skills.

 

Education: Bachelor and/or Master’s Degree in Law

Language Skills: Excellent drafting and oral communication skills in both English and Arabic.

Certificates or Licenses: N/A.

 

Preferred experience & skills:

  • Experience working for an international organization is preferred. 

 

Working Environment:  Standard office working environment Located in Beirut, the position will involve travel to South Lebanon, North and North Bekaa.
