Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.

DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

About the job

The Team Leader MEAL has the overall responsibility to lead DRC Monitoring, Evaluation Accountability, and Learning (MEL) and Information Management (IM) activities and staff in the North of Lebanon. This role will coordinate MEAL strategy implementation and work plans, monthly progress and output monitoring, and develop the capacity of junior MEAL staff.

Your main duties and responsibilities will be:

  • Oversee the implementation and coordination of MEAL-IM strategy and activities at field level, and ensure alignment of MEAL-IM activities with DRC Beirut and other Areas.
  • Set the framework and procedures for monitoring and evaluation of project activities in conjunction with internal programme stakeholders, and provide technical and strategic advice to the Area Manager and Sector Managers to develop and implement programme MEAL frameworks (for example: monitoring systems and schedules, annual project reviews, participatory impact assessments, and lessons learned workshops).
  • Design and plan evaluations and develop TORs, and support in country evaluations as required.
  • Ensure MEAL plans are implemented according to schedule, including through regular field trips and physical observation at project sites.
  • Design and test quantitative and qualitative data collection activities, assessment and profiling tools at field level.
  • Produce periodic timely MEAL reports for internal and external stakeholders to ensure programmes have accurate and useful data to improve quality and inform project development, and support other internal and external reporting tasks, including donor specific monthly reports.
  • Facilitate organizational learning by ensuring lessons learnt from previous work are reflected in improved practices, feedback to sector specialists and the design of future work.
  • Provide support to beneficiary accountability mechanisms through existing systems.
  • Supervise MEAL/IM/Database staff for North Lebanon, leading recruitment, performance management, capacity building and training, and manage work plans and activities to ensure objectives and monitoring targets are met.
  • Provide support to implementing partners with best practices and the program M&E framework

About you

To be successful in this role we expect you to have a bachelor degree in international relief and development, social sciences, public health, statistics/research methods or related relevant field.

Moreover, we also expect the following:

Required

  • A minimum of four years of experience in humanitarian and/or development work, including at least three years in a position with M&E responsibilities.
  • At least two years of experience in either a (preferably) management or (possibly) coordination role.
  • Field experience of applying principles and approaches to monitoring and evaluation, preferably in emergency response projects with large assessment and/or monitoring components.
  • Knowledge of quantitative and qualitative monitoring techniques and their application in humanitarian   programming, with particular emphasis on participatory and community-based monitoring approaches.
  • Experience of data collection and processing/analysis, facilitation and interviews with groups and individuals.
  • Experience of working with log frames and indicator tracking, and of preparing analytical and learning reports, particularly related to analysis of programmes and contextual issues.
  • Experience of working with international NGOs, UN agencies, line ministries and/or local authorities in migrant /refugee settings.
  • Experience in training and capacity building, providing information to hold others to account and designing learning system.
  • Strong IT skills, in particular Microsoft Excel, and good IM and statistics capabilities.
  • Good contextual knowledge of Lebanon, including of national issues as well as those local to the North, community priorities, social and cultural realities / constraints, and organizational relationships.
