Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

 

Lebanon is home to over 400,000 Migrant Workers (MWs) among which 250,000 are migrant domestic workers who come from African and Asian countries. MWs in Lebanon do not enjoy protection of the labour law, instead are regulated by the Kafala (sponsorship) system which puts them in a precarious position and deprived of their rights. MWs in Lebanon are an extremely vulnerable group, systematically and structurally excluded and often invisible. Access to the Lebanese health system is a real challenge. MSF wants to provide MWs in Lebanon a safe and confidential space to access medical and mental health care and referral opportunities to other service providers to cover identified needs such as legal and administrative assistance, protection and basic needs.

 

The medical services provided in the project’s clinic are centred around primary health care and cover general medical consultations and mental health and psychosocial support. Patients needing services that are not provided by MSF are referred to a network of partners (specialist MD consultations, outpatient tests, primary NCD or SRH care and secondary health care such as emergency medical services and psychiatric hospitalizations). The teams also provide support to patients outside the clinic either for emergency cases needing assistance for assessment and referral, or in shelters hosting migrants or through community engagement activities.     

 

The Project Medical Referent will pparticipate in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF

  • In collaboration with the Project Coordinator and the rest of team, the Medical / deputy medical Coordinator and external partners, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols.  Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports. Ensures regular contact with MoPH and other local medical actors.
  • Is responsible for the medical data collection, analysis and reporting to the Medical Coordination in order to ensure a proper monitoring of the program.
  • Provides technical support to medical personnel in the project through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoPH protocols.
  • Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
  • Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the supply and logistics department and mission’s biomedical specialist and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.
  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.
  • Continue supporting the medical supervisors through capacity building and coaching to capacitate them and increase their autonomy.
  • Lead or participate in exploratory steps for identifying and addressing uncovered needs or other outreach activities depending on the evolving context in the country and its impact on the migrant workers.
  • Together with the project team and with support from coordination: work on defining the project’s long-term strategy including exit plan. This includes analysis of the data gathered at project level and a review of the updates in needs and gaps in access to medical care for migrant workers. 
  • Together with the field coordinator:
  • Develop & maintain the strategic networking;
  • Finalize MoUs with key partners;
  • Contribute in updating and implementing the advocacy strategy of the project.

Education:

  • Medical doctor, registered nurse or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies.
  • Lebanese Ministry of Public Health’s license to practice as a medical professional in Lebanon.
  • Certificate of registration at the professional Order or Syndicate corresponding to educational specialty: eg. Order of Nurses in Lebanon or Lebanese Order of Physicians.

 

Experience:

  • Essential  4 years of working experience
  • Desirable previous experience working with MSF or with other NGO’s, preferably in challenging contexts
  • Desirable previous experience in primary health care activities and specifically in mental health care provision.
  • Desirable previous experience serving diverse communities.  
  • Demonstrable managerial experience including supervising and training others in a team setting

To Note: The working days are from Tuesdays to Saturdays with flexibility of covering Sundays when needed.
