Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the direct supervision of the Inclusion & Community Health Team Manager, the inclusion Team Leader is in charge of the daily management of Inclusion Social Workers, prepares schedules and dispatches zones of intervention. S/he provides support and guidance to team members. S/he identifies and raises teams’ capacity building needs, shares trends, and reports any concern to her/his management.

 

 

  1. RESPONSABILITIES AND TASKS
  1. ENSURE PROPER IMPLEMENTATION OF ACTIVITIES

 

  1. Organize, plan and implement all activities with the support of the line manager in a timely manner and according to the SOPs;
  2. Track the defined performance indicators, report on progress to his/her line manager and team, flag any difficulties encountered in project implementation, and propose improvements or reorganization depending on needs;
  3. Conduct regular visits to the field to ensure proper implementation of activities, determine gaps and follow up on implementation by the field teams;
  4. Take the lead for the follow up on the work plan for the team in the field providing awareness raising, social counselling & case management, and other services;
  5. Participate in multidisciplinary committee and contribute to the decision making process related to devices provision;
  6. Lead the organization of teamwork and perform administrative tasks related to device prioritization and distribution according to pre-set selection criteria;
  7. Report on a weekly basis the updates on activities to the line manager;
  8. Follow up with Inclusion Social Workers on referrals, counselling and case management targets in collaboration with the Protection Technical Advisor and Inclusion & Community Team Manager;
  9. Ensure updated service mapping and liaise with partners’ focal point (if applicable) for any cases identified by Social Workers on relevant topics;
  10. Ensure proper archiving of all the documents, tools and training materials produced in the context of project(s), and ensure the availability of the verification sources mentioned in the proposals or sub contract agreements;
  11. Support the MEAL Department for the development of survey and other needs assessment requested;
  12. Participate in the evaluation of the humanitarian situation in the region;
  13. Support the Health and Protection teams in the promotion and scale up of the newly approach intervention strategy at the community level;
  14. Participate in the design of the Inclusion Social Worker’s tools and activities.

 

2. TEAM MANAGEMENT & CAPACITY BUILDING

  1. In collaboration with the line manager and HR department, participate in the recruitment process(es) of staff under his/her line management at base level by: shortlisting resumes, grading tests and conducting interviews;
  2. Brief newly recruited personnel on their roles and responsibilities;
  3. Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  4. Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Health Project Manager;
  5. Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
  6. Define and implement the required training(s) to subordinate(s) regarding task to be developed on the framework of the project;
  7. Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
  8. Solve team conflicts and ensure team building and discipline;
  9. Contribute to trainings or sessions facilitation on Inclusion, including on Washington Group Questionnaire, in coordination with line manager and technical referent
  10. Coordinate with the Health Field Officer(s) and PHCC Team Manager to make sure that the tracking system is working smoothly and that patients are referred from the community to PHCCs;
  11. Liaise with MEAL department on the indicator tracking tool and on the need for any surveys;
  12. Together with the Information Management Officer, review the quality of data collected and discuss ways for improvements;
  13. Provide feedback on needs for the development of training materials.

3. LOGISTIC & ADMINISTRATION

  1. Define the needs in materials and tools required to conduct trainings, campaigns and outreach activities.
  2. Define needs related to activities implementation and draft PRs to be submitted to line manager;
  3. Comply with all logistics’ and administrative rules, procedures and processes and ensure the timely supply of all logistics’ needs for the successful implementation of the program.

 

4. REPORTING & DATA COLLECTION

  1. Collect and report information on targets related to field activities and awareness raising;
  2. Be responsible for compiling and reporting to the direct manager data on a weekly, monthly, quarter and annual basis and/or upon request;
  3. Report on project’s targets and progress.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

  1. PRIORITIES OF THE DEPARTMENT
  1. Understand the specific host community, refugees and other vulnerable groups’ needs, capacities and barriers related to inclusion;
  2. Set up according to scale up plan the mapping of services in the assigned catchment area supported by PU-AMI in coordination with the referral unit;
  3. In coordination with the Inclusion & Community Health Team Manager, be in charge of development and provision of capacity building plan for staff under supervision;
  4. Provide consolidated and quality reports on weekly, monthly and compile monthly and annual basis or any ad hoc requested data
  5. Provide continuous feedback to the staff and line manager on challenges, lessons learnt for continuous improvement on better health care at community level and PHCC level
  6. Provide continuous updates on targets and awareness raising as well as case management.

QUALIFICATIONS

MANDATORY REQUIREMENTS

  1. Language skills: Fluent in English and Arabic;
  2. Education degree: bachelor degree in public health, nursing or physical therapy, social sciences or any other related field with proven experience. Master’s degree in Public Health or social sciences is an asset;
  3. Work experience: Proven experience working in NGOs, inclusion of persons with disabilities and primary healthcare;
  4. Knowledge and skills:
  • Good knowledge of Lebanon governorates geography, willing to travel a lot locally;
  • Good understanding of psychosocial support and case management process
  • Excellent experience in conducting trainings and monitoring teams;
  • Excellent communication (especially in public) and diplomacy skills to manage relationship in potentially tense situations;
  • Literacy in reporting, experience in conducting surveys.
  1. Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook;
  2. Other: Valid driving license (1-year minimum).
