Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 22 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the direct supervision of the Inclusion and Community Health Team Manager and technical supervision of Protection Technical Advisor, the Social Worker will be in charge of the social support to persons at risk and Persons with Disability, whether Lebanese, Syrian, Palestinian or of other nationality, roving between PHCCs in the zone of intervention. S/he will identify needs, barriers and protection risks at both individual and household levels and closely liaise with PHCCs’ medical staff to provide the most comprehensive response, s/he will refer them to adequate medical and non-medical services.

S/he will participate to awareness raising activities at community level and contribute to the community-based protection and inclusion.

Based on the context and in case of emergency, s/he can be deployed to PU-AMI emergency response.

  1. RESPONSABILITIES AND TASKS

Role and Responsibilities                  

As a member of PU-AMI supported PHCCs Multi-disciplinary team, composed of GP, Nurse (and eventually Midwife, Physiotherapist, Pediatrician, Psychologist, etc. depending on the PHCCs), the Social Worker will respectfully work with other medical, paramedical and psycho-social and focus on the social component of the prevention and response. Upon identification, the Social Worker focuses on providing social counselling, case management, psychosocial support to vulnerable and/ or persons at risk, including Person with specific needs, Persons with disabilities, women at risk, and other profiles under protection threats, at PHCC and community levels. S/he undertakes referrals to other internal departments (including to health services, shelter, livelihoods) or external services (including child protection, gender based violence, legal, education, basic assistance). S/he promotes community mobilization and participate to community-based events. S/he supports all sectors’ team in mainstreaming protection and inclusion principles in all interventions.

 

specific objective and linked activities

 

1. IDENTIFICATION OF INDIVIDUALS AT RISK and PERSONS WITH DISABILITY

 

  1. Ensure regular drop-ins in several PHCCs supported by PU-AMI and identify vulnerabilities and risks, with a special attention to the most at risk profiles: persons with specific needs, women heads of household and women at risk, persons with disability, marginalized individuals, etc.;
  2. Conduct a social assessment with patients with disability in order to identify vulnerabilities, social needs, barriers to access services and risks, with a special attention to the most at risk profiles: persons with specific needs, women heads of household and women at risk, persons at risk of discrimination and marginalization, etc.;
  3. Assess the needs of the beneficiaries and their household members giving particular attention to protection concerns;
  4. Support PHCCs staff to identify patients at risk and/or with disability;
  5. Take informed consent to undertake any further action or referral.

 

2. SOCIAL COUNSELLING, CASE MANAGEMENT & REFERRAL TO RELEVANT SERVICES

 

  1. Conduct a social assessment, including identification of needs and capacities at the household and individual levels, giving particular attention to protection concerns;
  2. Listen with respect and attention, provide psychosocial support at the individual and family levels;
  3. In collaboration with the concerned individual and with the multi-disciplinary team, design an Action plan, to be validated by the Technical Advisor, and ensure regular follow-up;
  4. Establish a file for each family to record the situation, plan of intervention, follow up and updates;
  5. Promote the resilience and empowerment by ensure beneficiaries’ full participation to the process;
  6. Refer cases to internal and external relevant services based on needs and upon consent, in collaboration with the Referral officers, and follow up on the service provision.

 

3. REQUEST & FOLLOW UP of EMERGENCY CASH ASSISTANCE

 

  1. Request Emergency Cash Assistance upon identification of an urgent need of financial support to overcome a shock or protection threat;
  2. Upon selection, ensure a proper follow up on the use of ECA.

 

4. COMMUNITY-BASED INTERVENTION AND AWARENESS RAISING ACTIVITIES

 

  1. Provide information on the services available to refugees and vulnerable host communities;
  2. Propose and support community based events, in coordination with community volunteers, other teams and partners, aiming to raise awareness on protection topics (when applicable and upon taking covid-19 precaution measures);
  3. Develop innovative, relevant, adapted and appropriate awareness material with the Community Health team and support them in delivering related messaging;
  4. Organize outreach activities with Community Health Workers;
  5. Participate to relevant sessions on Protection and Inclusion organized within Community Health Clubs.

 

5. COORDINATION WITH INTERNAL AND EXTERNAL ACTORS

 

  1. In coordination with the line manager, present PU-AMI activities and services to partners and local stake-holders;
  2. Be aware of the services provided in the area of intervention by both INGOs, local organizations and institutions relevant to persons with disabilities and contribute to updating the service mapping in coordination with the Referral Officers;
  3. Contribute to the protection mainstreaming in activities implemented by other teams at base level;
  4. Participate to case management case conference with the support of the Technical Advisor.

 

  1. REPORTING

 

  1. Provide weekly and monthly activity reports to the line manager;
  2. Report on any trend related to protection and propose adaptation measures.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs or in case of emergency requiring deployment.

PRIORITIES OF THE DEPARTMENT

  1. Provide social support, through PSS and social counselling, to individuals and household with protection concerns and refer high risk cases to specialized actors (including CP / GBV);
  2. Identify and provide social support to persons with disability and their families, within PHCCs, and refer them to relevant medical and non-medical services;
  3. Mainstream inclusion and protection in PHCCs;
  4. Support the community based protection activities.

QUALIFICATIONS

Mandatory requirements

  • Language skills: Fluent in Arabic and good command of English (speaking, reading, writing)
  • Education degree: Bachelor degree in Social Work; Social Sciences License or equivalent diploma;
  • Work experience: 2 years in similar, preferably with NGOs
  • Knowledge and skills
  • Computer skills: Good command of Word and Excel
