Civil Engineer (Consultant)

Search for Common Ground (Search) is seeking to contract a civil engineer (consultant) for support in supervising the implementation of 17 small construction grants in Wadi Khaled, Akkar - North Lebanon.

1. Context

Diwan Project

Search is implementing the Phase II of the Diwan project which aims to foster stabilization in Wadi Khaled through inclusive governance. This will be achieved by improving collaboration between local leaders and their constituents in addressing local needs and increasing representation of marginalized groups such as youth and women in addressing local needs.

2. Goal and Objectives of Assignment

The goal of this assignment is to contribute to the successful implementation of over a dozen community projects through the following tasks:

• Support in preparing selection criteria and shortlisting contractors;
• Provide technical support to the project team as well as local actors and contractors on issues related to the community projects;
• Review and provide feedback on the construction plans, designs, drawings, and/or other documents supplied by the contractors and concerned authorities;
• Review and agree on the quantity, quality and cost of the materials used for construction of the building by the contractors;
• Survey the construction site and ensure that construction activities are carried out within the agreed-on plans;
• Monitor the implementation of the projects through conducting site visits and provide reports on the implementation of assigned tasks;
• Maintain constant liaison with the contractors including attending regular meetings to ensure the pace of work progress;
• Maintain liaison with the local authorities and groups (where appropriate to the project) and sort out emerging issues in consultation with the project team to ensure uninterrupted progress of the construction works;
• Ensure that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained;
• Work closely with the team to ensure that the works timely progress in order to meet agreed deadlines;
• Oversee quality control, health and safety matters of workers on the construction site;
• Submit periodic narratives and technical reports as required; and
• Resolve any unforeseen technical difficulties and other problems that may arise in the process of the work in consultation with the project team.

3. Geographic Locations

Wadi Khaled, Akkar - projects in 9 municipalities .

4. Ethical Considerations

The contracted party shall take into consideration all factors to ensure that the work is done in a conflict sensitive manner and that no harm is done while implementing the activity. This includes social, security, safety, environmental, economic, and gender-related factors.

5. Timeline

The duration of this assignment is for 3 months upon signature of contract.

6. Requirements of Consultant

Quakifications and Experience:

• A BS degree in civil engineering or higher;
• At least five years experience working on small stabilization, civil and construction engineering collaborative grants and project;
• At least five years on hand-on experience supervising  construction or rehabilitation works of roads, building, water points, surrounding wall etc;
• Experience with regulation and contratustion standards and inspection procedure of public infrastructure in Lebanon;
• Experience dealing with municipalities and INGOs; and
• Extensive knowledge of Wadi Khaled is preferred.

Selection Criteria:

Applicants will be evaluated based on relevance of experience to the requested tasks.
