FHI 360 seeks qualified national candidates to serve as the Human Resources & Office Manager for an anticipated five-year USAID civil society strengthening program in Lebanon. The project will support a broad swath of civil society actors, building on prior civil society assistance accomplishments. Planned assistance interventions under this activity will increase the role of beneficiaries in shaping public policy (related to governance, human rights, protection of environment, and others); improve service provision; enhance the technical and administrative capacities of beneficiary organizations; and advance strategic collective action to advance rights and impact public policy.  

Job Responsibilities:  

The Human Resources & Office Manager will report to the Deputy Chief of Party and will be responsible for human resources, operations, procurement and security and supervise three direct reports. She/he will manage daily operations, including office administration, procurement, vetting, logistics, IT, and all aspects related to human resources in line with FHI 360 policies and procedures. The HR & Office Manager will also be responsible for the efficient functioning of the organization’s office through a range of administrative, financial, and managerial tasks to ensure the well-being and security of staff. Other position responsibilities include: 

  • Direct all aspects of recruitment, promotion, performance appraisal, termination and separation of project staff in line with FHI 360 human resources policies 
  • Manage the hiring process, job description, draft vacancy notice, pre-selection made by the supervisor, interview panel, interview report, recommended candidate, bio-data, references, letter of offer and contracts 
  • Serve as human resources (HR) focal point for staff throughout all phases of employment from orientation to separation, confirming all HR issues receive prompt attention and support supervisors in personnel management 
  • Overall management and administration of all staff salaries and benefits, including payroll administration, staff health insurance, etc. 
  • Maintain and regularly update all staff records and documentation, including new hires, performance evaluations, performance improvement plans, promotions, separation, etc.  
  • Train staff on office administrative procedures and policies to ensure compliance with safety regulations and company standard operating procedures 
  • Coordinate residency and work permit requirements for expatriate staff as required 
  • Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support 
  • Liaise with program staff and finance with regard to purchase orders, consultant agreements, work orders, subcontracts, modifications, payments, close-out and manage tracking system for all such agreements  
  • Manage the procurement process and inventory of office supplies, computer peripherals, software, cell phones, furniture, publications, subscriptions, etc. 
  • Develop and provide requirements for bidding with regards to office equipment and services required; 
  • Manage and review service contracts of related to vehicles, office and facilities, including managing relationship with landlord, negotiating agreements/extensions, building maintenance and repairs, customs, vehicle registration, etc. 
  • Oversee FHI 360’s legal status and operating licenses in Lebanon, ensuring all required permits and regulatory reports are submitted accurately and on time and liaise with legal / audit firms as required 
  • Ensure security and emergency preparedness procedures are implemented properly 
  • Communicate workplace safety precautions to staff regards to potential high-risk situations, such as where and when possible conflict activities such as protests may occur 

Minimum Qualifications:   

  • Bachelor's Degree or international equivalent in Business Administration, Human Resources Management or Related Field 
  • 5-8 years of human resources, operations, procurement and/or facilities management experience with an international organization or national NGO  
  • Experience with U.S. government human resources rules and regulations preferred 
  • Strong people management, interpersonal and negotiation skills  
  • Articulate, professional and able to communicate in a clear, positive manner  
  • Good organizational and computer skills  
  • Must be able to read, write and speak fluent English and Arabic
