  1. Role and responsibilities

The Compliance and Risk Technical Officer is responsible for assessing and qualifying procedures and systems that include quarterly compliance checks, risk management reporting, and internal controls. The position reports directly to the Compliance and Risk Manager and indirectly to the Head of Support and focuses on all NRC Lebanon activities (Programme and Support) with a primary emphasis on risk management and mitigation in line with NRC’s internal audit methodologies.

1. Generic responsibilities

  1. Ensure compliance with NRC policies, handbooks, and guidelines
  2. Implement and train staff on NRC Risk and Compliance policies and procedures.
  3. Provide daily follow up on all related activities.
  4. Promote and share ideas for improvement.
  5. Ensure capacity building of relevant staff in Country and Area Offices and transfer key skills.
  6. Advice and support line managers and staff on Risk and Compliance procedures, policies, and documents required.
  7. Prepare periodic related reports, advise on best practices, and suggest improvements.
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

2. Specific responsibilities

  • Evaluate the soundness, adequacy, and effectiveness of current in country practices against NRC’s operational standards as expressed in the various policy documents, handbooks and other guidelines in the areas of programme, finance, HR, administration, logistics.
  • Monitor and prepare reports on compliance in the implementation of those policies and guidelines while focusing on corrective measures and solutions on a regular basis.
  • Provide support and guidance on project specific external and internal audits.
  • Conduct trainings on topics that include but are not limited to Anti-Corruption, Securing Supporting Documentation, and Data Protection and others
  • At the direction of the Compliance and Risk Manager, frequent travel in between NRC office and partner locations to conduct different compliance activities such as spot checks and provide findings and recommendations.
  • Maintain a recommendations tracker, liaise with assigned focal points to follow up on the execution and implementation of internal, external audit, findings, KPI, spot-check and investigation recommendations.
  • Support in consolidating and monitoring internal controls systems for first line of defense.
  • Support in overseeing the waiver and note to file tracker.
  • Work with each Area Offices/Programmes in order to assure Securing Supporting Documentation compliance with respect to the SOP, spot-checks and trainings 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • All NRC Lebanon programme staff
  • All NRC Lebanon support staff
  • Auditors (internal/external)

 

  1. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

  • Bachelor degree in Audit or other relevant field such as Finance, Business Management, etc.
  • Minimum 4 years’ experience working as an auditor / compliance role, preferably including experience in an internal audit function and in the NGO sector.
  • Experience from working in a similar role in a humanitarian/recovery context is a plus
  • Fluent in both Arabic and English, both spoken and written
  • Preferably an audit qualification.
  • Solid knowledge of relevant legislative frameworks in Lebanon.

2. Behavioral competencies
