Under the overall supervision of the UNFPA Humanitarian Coordinator and in close coordination with the GBV Section and Finance/Admin Unit, the incumbent supports the planning, implementation, coordination, monitoring and evaluation of the UNFPA pilot Cash and Voucher Assistance (CVA) programme intervention. The incumbent ensures that cash and vouchers are implemented according to standards and best practices. S/he supports the implementing partners in the implementation of CVA. The CVA Coordinator is responsible for the management of the UNFPA-supported CVA programme under the Lebanon One Unified Inter-Organizational System for E-cards (LOUISE) system and supports the adaptation of database requirements and internal Standard Operating Procedures (SOPs). The CVA Coordinator supports the assessment of the challenges of CVA for the programme according to contextual and programmatic changes, monitors their implementation and impact and documents best practices and successful outcomes. The incumbent will also represent UNFPA in the LOUISE coordination platform to share knowledge, good practices and lessons learnt.
- Organizational Location
The incumbent will be based in the UNFPA CO in Beirut, Lebanon with frequent visits to activities locations as well as partial base at the implementing partners locations where and if need be. Remote working modality will apply in the context of the pandemic as well as criticality of the country context.
2. Job Purpose/Supervisory Role
Under the overall supervision of the UNFPA GBV & Humanitarian Coordinator the incumbent supports the planning, implementation, coordination, monitoring and evaluation of CVA.
3. Major Activities/Tasks
Strategies, Policies and Guidelines
- Support the development and strengthening of cash-based approaches, operational arrangements and procedures for UNFPA’s partners adopting the CVA in GBV
- Liaise with GBV and unit to mainstream CVA into the respective approaches, and strategies and relevant interventions.
- Provide context-specific analysis to the selection of assistance modalities to efficiently meet programme objectives.
- Assist with the documentation, application and dissemination of best practices and lessons learned.
- Develop simple tip sheets on CVA for various targets (i.e. Implementing Partners, stakeholders, beneficiaries, etc)
- Following the conclusion of the pilot project (end 2021), support with the development of a strategic framework for guiding a systematic mainstreaming of CVA across UNFPA’s GBV programmatic interventions and for Reproductive Health at a later stage
Technical Support and Implementation
- Provide CVA technical assistance and advice to implementing partners
- Coordinate and facilitate response analysis, planning, budgeting for IP workplans development
- Coordinate the implementation, monitoring and evaluation of CVA.
- Develop a plan of action and timetable for all activities
- Ensure adequate and timely follow up with CVA partners on activities implemented at the field level
- Plan and participate in monitoring field visits
- Liaise with all relevant units to ensure coordinated planning and implementation of CVA.
- Support the establishment of standardized data management, data sharing and data protection arrangements.
- Draft, review and provide technical feedback on CVA Standard Operating Procedures (SOPs), reports, Post Distribution Monitoring (PDM) reports and proposals.
- Collate and review information on financial infrastructure and available delivery mechanisms and advise on related opportunities and constraints.
- Keep abreast of financial and economic situation and its implication in the CVA programmes.
- Export and manage data related to the cash assistance delivery.
- Perform data analysis and reporting as required.
LOUISE Management
- Act as focal point for the LOUISE card system
- Ensure the application and adherence to SOPs for the internal management of the LOUISE system, provide suggestion for improvements based on experience
- Maintain the CVA beneficiary and cards database updated
- Be responsible for the LOUISE cards cycle: collation of beneficiary list requests from IP, cards issuance request, Top Up requests and follow up.
- Feedback LOUISE about the functioning and performance of the system and promote resolution of issues raised by the IPs.
Coordination
- Coordinate inter-agency activities on CVAs, including representing UNFPA at cash-related working group meetings and help create linkages with sector/cluster plans and programmes, where applicable.

- Regular monitoring visits to IPs implementing the CVA pilot conducted
- Maintenance of CVA monitoring data base and regular data analysis
- Representation of UNFPA in CVA related coordination structures
