Request for the Services of a Solar Energy Consultant/Electrical Engineer for the Supervision for the implementation of a Hybrid PV system and Upgrading the Back-Up Electricity Distribution Network in Arzoun-Tyr

The Rene Moawad Foundation requests your price quotation for the following Electrical Engineering services specified in this Request for Quotation (RFQ).

  1. Projects description: Arzoun PV system

 

The site is in Arzoun village which is located in Tyr District, an administrative division of South Lebanon Governorate. Arzoun is at 104 Km distance from Beirut with an altitude of 650 m.

Existing Generators are currently used to generate electricity for the village.

 

A PV system will be installed to promote renewable energy solutions in order to reduce dependence on fuel consumption, and upgrade the back-up electricity distribution networks, which are powered by the municipal generators.

 

The project consists of:

 

  1. Equipping the village with a photovoltaic system for electricity generation to be coupled to the community generators of site B, including all related works.

 

  1. Laying and connection branches and main cables as coordinated with the municipality - Replacing the main electric panels so they be adapted to the village cabling and to the photovoltaic system, including all related works.

 

The different system components shall ensure smooth operation of the system, linked to the existing power network and providing clean and free energy over an extended period of time to generate savings on fuel bills.

  1. Mission Requirements:
  • The Consultant shall follow-up on the contractor’s works as per the scope detailed in section D of this document.
  • All documents will be reviewed by RMF / USAID. The expert shall do all the needed adjustments and reply to all questions until the satisfaction of RMF / USAID.
  • The timeframe to reply to RMF / USAID questions is 3 working days.
  • All documents should be submitted as editable files.
  • Visibility requirements should be respected.
  • All documents produced are the property of BALADI program.

 

  1. Consultant Requirements:
  1. Academic Qualifications: A master degree in Electrical engineering 
  2. Years of experience: A minimum of 10 years of experience in the relevant field and in supervision work
  3. Technical experience:
  1. at least 8 years of experience in solar energy
  2. at least 8 years of experience in electrical installations
  1. Competencies:

Fluent in Writing and spoken English and Arabic (French is a plus).

Good Knowledge in preparing timely reports on progress of the work.

Computer literate.

Valid driving license is a must.

Willing to travel to site of work.

The consultant should provide his Curriculum Vitae and portfolio with a list of previous projects designed including project name, location and sizing of the PV System.

 

ANNEX I: ARZOUN SITE DETAILS

The system layout is summarized as follows: Installation of an ON-grid Hybrid PV solution that would reduce generators consumption during daytime blackouts.

  1. The ON-Grid Hybrid PV solution will be composed of the following:
  • 40 kWp Solar PV
  • PV String Inverters
  • Support Structures
  • Inverter Controller and monitoring of the system, and of the generators
  • Protection Circuit and Cables
  • Earthing
  • Lightning protection
  1. Main panel boards and cables solution will be composed of the following:
  • Site A: MDB-GE-TYPEA
  • Site B: MDB-GE-TYPEB , and monitoring connection to the Inverters
  • Earthing
  • Relocating the Main Existing Cables routing, so the photovoltaic system will not have shadow
  • Additional cables will be added
  • Following the calculation, and to achieve the 5% max voltage drop, some main cables should be replaced- REF TO ANNEX F
  • Remove the existing undersized cables ref to annex F
  • In option some cables maybe installed by the municipality using the replaced cables

The above will include all components needed for their operation including the connection to the generators.
