1.  Project Background

USAID’s Community Support Program (CSP) in Lebanon is an $80 million program designed to provide a broad range of support to underserved and vulnerable communities. CSP seeks to improve the delivery of essential services and enhance economic opportunities in order to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa Valley regions. CSP uses a fast, flexible, and participatory approach to address needs in Lebanon’s most underserved and vulnerable communities in response to evolving political, security, economic, and environmental conditions. To achieve its objectives, CSP is partnering with municipalities, regional water establishments (RWEs), civil society organizations (CSOs), educational and training institutions, and the private sector to implement activities organized around four components: community support projects, technical assistance and capacity building, workforce development, and wastewater management.

2.  Summary of Position

The Senior Electrical Engineering consultant will be responsible for generating and validating electrical engineering related activities across all CSP intervention areas.

3.  Specific Duties and Responsibilities 

• Prepare preliminary drawings, single line diagrams, sizing calculations (for generators, cables, solar streetlights, LED streetlights etc.)
• Generate bills of quantities and preambles, when required.
• Verify with governmental entities the standards and minimum requirements needed for implementation.
• Conduct field visits and make sure all implementation works follow the international and local standards and codes in addition to the best engineering practices as well as the environmental mitigating and monitoring plan.
• Review and validate material submittals provided by different suppliers and ensure following all the steps according to the quality control plan.
• Ensure all activities are conforming with USAID and Lebanese standards.
• Conduct site visits and verification visits to follow-up on activities when required.
• Support in projects technical evaluations when required.
• Highlight and communicate any delay or amendments to the Engineering manager on a weekly basis.
• Act as a focal point for different activities across CSP intervention areas as assigned by the Engineering manager.
• Provide weekly progress reports on all engineering related activities.

Other duties, as assigned by the Engineering manager or his/her designee.

4.  Minimum Qualifications

• Bachelor’s degree in a related field from an accredited university, a master’s degree is a plus.
• 10 years of relevant experience in electrical engineering projects mainly in Solar and LED street lighting projects, generators sizing and implementation, cable networks, etc.….
• Experience with USAID-funded programs preferred.
• Ability to work independently, as well as within a large, fast-paced team with proven interpersonal skills.
• Proficient written and spoken English and Arabic required

5.  Place of Assignment

The Senior Electrical Engineering Consultant will be based in the program’s office space in Beirut.

6.  Reporting

The Senior Electrical Engineering Consultant will report directly to the CSP Engineering Manager
