Consultant - Prison-based Rehabilitation Expert

Project Information

In Lebanon, of the several projects we have been implementing, Search has been implementing a Prison Rehabilitation Programme in order to support the reintegration of inmates once released from prisons. Core project activities include conflict transformation training sessions and vocational training with the aim to support the rehabilitation of current and former inmates. The project also aims at supporting the reintegration of former inmates through employment opportunities, to ensure that they have higher chances of avoiding recidivism.

Purpose of Assignment  

The purpose of this assignment is to provide expert advice through the presentation of recommendations and lessons learned on prison-based rehabilitation programs for state and non-state stakeholders. This will be done through online sessions approximately 15 - 20 practitioners. The sessions should be interactive in nature in order to encourage dialogue and source recommendations and lessons learned from the combined experiences of the participants.

 Duration of the Assignment

The sessions will be held for two half-days using an online platform. The sessions will be two  weeks apart.

 Scope of Work 

Under the direct supervision of, and in collaboration with the project manager, the following represents a general outline for the work to be conducted:

• The expert must prepare for two half-day interactive online sessions that s/he will facilitate on prison-based rehabilitation programs that are relevant for the Lebanese context. The aim is to provide the attendees with the knowledge and opportunity to better understand prison-based rehabilitation programs. Further, the expert should provide participants with recommendations based on tangible lessons-learned that can be proposed to the prison stakeholders which could then be adopted in the long-term. The attendees should leave this workshop with a working idea of how they can support in the implementation of prison-based rehabilitation programs.
• The expert should submit: an agenda, a PowerPoint presentation (challenges, limitations, solutions, and opportunities), working group activities, ice-breaking activities and poll questions to keep the audience engaged. 
• On the day of the event, the expert must facilitate the meeting. The facilitation should be interactive and engaging as it will be online. Participants should be encouraged to share their experiences and lessons learned so that they can feed into recommendations that can later be consolidated and shared with the sector; 
• The expert must submit a three to five pages report detailing the key discussion points, recommendations, solutions, and results from the activities and the polls of the meeting. The report should be submitted in three working days following each session.

Experience, Qualifications, and Skills

• A Master’s Degree in a relevant field - Peace and Conflict, Development Studies, Psychology, Criminology,  or others relevant areas; 
• Demonstrated skills in building consensus among multiple partners around complex and sensitive issues, and in identifying innovative solutions to complex and systemic challenges;
• Fluency in Arabic and English;
• Willingness and ability to be flexible;
• Experience in working with international organizations; 
• At least three years experience in the facilitation of such meetings;
• Profound knowledge of rehabilitation, reintegration, prisons;

Desirable Candidate:

• Minimum 7-years of knowledge and experience in working in prison-based rehabilitation; 
• Knowledge and experience in the prison system in Lebanon;
• knowledge in  the conflict dynamics and prison conditions;
