Project Background

The Lebanon Agriculture and Rural Empowerment (ARE) program is a multi-year project funded by USAID to develop rural economics in Lebanon through support to the agro-food sector and other industries to unlock local and export sales potential while also creating jobs and increasing farmers’ and worker’s incomes. ARE will increase jobs; improve incomes; improve female participation and employment opportunities; increase domestic and export sales; increase private sector investment; improve access to finance; link value chain actors to domestic and international markets; and improve farm production through improved practices, technology, increased volume, and/or decreased cost, sales potential while also creating jobs and increasing farmers’ and workers’ incomes.

Summary of Position

The Lebanon Agriculture and Rural Empowerment (ARE) program will be implementing around 30 interventions in order to achieve the abovementioned objectives and targets. ARE will at its own discretion make a determination regarding the need to obtain technical services from the environmental management advisor (EMA) to satisfy USAID’s environmental compliance requirements including the development of ERACs and EMMPs as detailed in the below detailed SOW.

Scope of work

Satisfy all USAID environmental compliance requirements according to USAID’s procedures.  

Following Chemonics’ identification of activities, and based on the request of ARE, the EMA shall: 

Complete the required Environmental Review and Assessment Checklist (ERAC) in accordance with USAID rules and regulations. The ERAC aims to identify potential environmental and social effects caused by each project and, if required, develop an Environmental Mitigation and Management Plan (EMMP) based on the findings of the ERAC and/or USAID requirements. The ERAC may suffice as the sole environmental compliance documents for a given activity is the respective activity is determined to have no potentially significant environmental and social impacts. All ERACs and EMMPs shall be developed in accordance with the USAID approved Initial Environmental Examination (IEE) for the ARE Activity. 

Screen the activities using the Environmental Review and Assessment Checklist (ERAC) methodology. The ERACs will include a judgment that each activity will have either (a) a low or negative potential adverse environmental impact that requires no further environmental screening (i.e. a negative determination) (b) a moderate potential adverse environmental impact that may or may not require and EMMP (i.e. negative determination with conditions) or (c) that the activities carry the potential for a high adverse environmental impact (i.e. positive determination). If the latter, then Chemonics will be required to conduct an Environmental Assessment (EA) and prepare all necessary EA documentation (i.e. scoping report, EA report, EMMP). The ERACs will be submitted to Chemonics for USAID review and approval by the Mission Environmental Officer (MEO) and/or the Bureau Environmental Officer (BEO) as required by USAID and the nature of the activity and/or findings within the ERAC. 

For all activities determined to have a moderate impact following completion of the ERAC, a determination will be made by the USAID MEO as to whether or not an EMMP shall be required for the activity in question. If such determination is made, the EMS shall develop an Environmental Mitigation and Monitoring Plan (EMMP) and provide the draft EMMP to Chemonics for USAID review and approval. For any activities for which a high impact is suggested, no EMMP is prepared as part of the ERAC process because an EA is required and an EMMP will ultimately be prepared as part of the EA. USAID’s MEO and/or BEO will review and either (a) approve the EMS’s judgment/approach for each activity or (b) reject EMS’s judgment/approach. If USAID rejects the EMS’s judgement/approach, the EMS will be required to either revise their judgment/approach or a different conclusion (i.e. positive determination instead of negative determination with conditions

Site Visit Report for each activity

When Chemonics requests a site visit, the EMA shall provide a site visit report with a summary of critical findings, deficiencies identified, and corrective actions to be taken following each site visit of a ARE activity. The report can take the form of an email summary. Multiple site visits may be required per activity and any site visit requirements will be further specified in the individual sub-task order.

Submit Final Reports per ARE Activity

The EMA shall complete at the end of each activity, or upon Chemonics’ request, a validation of the adequate implementation of the EMMP, including summary of accomplishments, challenges, and lessons learned. The report should provide a high-level synthesis and be brief. Outputs from each report, formatting, desired page number and content may vary and will be further specified in the individual sub-task order.

The consultant will be expected to liaise directly and/or indirectly with the MEO to ensure USAID comments and feedback on environmental documentation is incorporated in a timely manner.

ORDERING PROCESS:

Prior to requesting the EMA support, ARE will share the intervention’s scope with the EMA who will suggest a reasonable Level Of Effort (LOE) to be approved and validated by ARE’s focal point.

Place of Assignment

The EMA can work remotely, or from ARE’s program office space in Beirut and will be expected to travel to areas of operation throughout the country as needed.

Reporting

The EMA will report directly to the ARE DCOP and/or BDO

Qualifications

Bachelor or Master’s degree in one or several of the following areas: Environmental Sciences/Management, Agricultural Engineering or other relevant degree

At least 5 years of relevant experience, focused on assessing environmental management and environmental impact assessment and mitigation

Extensive experience in developing USAID ERACs and EMMPs

Fluency in spoken and written English and Arabic required
