REQUEST FOR EXPRESSION OF INTEREST (EOI)

Architectural / Interior Design Services for:

planning and construction supervision related to the project “Zgharta Conservatory / Community Center”, North of Lebanon

1. Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project the Local Development Program for Urban Areas in North Lebanon (UNP-NL).

As part of this, the program intends to establish a business incubation center targeting local companies and focusing on youth, women lead new & existing companies and entrepreneurial youth. The project is about upgrading and equipping yet unused space in an existing and operational building consisting of a ground and a basement floor with a landscaping area in front of the building.

For the services related to the Architectural/ Interior Design services for planning and construction supervision, GIZ represented by the UDP-NL Team intends to contract a local architect or architectural consultant company with relevant experience.

2. The scope of work includes

As per the first rough concept the spaces shall be equipped with (not limited to):

1. Co-working space,
2. Meeting space to do meetings with business partners and clients,
3. Customized coaching and technical advice, and
4. Entrepreneurial events
5. Upgrading sanitary facilities,
6. Optional: Integration of elevator in existing shaft,
7. etc.

3. Tasks and Responsibilities

In order to achieve the professional implementation of the project the consultant shall perform all services related to the architectural design, interior design and design of equipment, including but not limited to:

1. Elaborate the design plans, sections, ceiling layout, furnishing layout, electrical and mechanical layouts
2. Preparing cost estimations for all design phases
3. Elaborate up permit files as and if required to be submitted to the competent authorities. and follow during the different stages of the planning, design and execution phase
4. Elaborate and prepare the technical Specifications and BOQ’s required for the tendering process.
5. Supervise the execution works and checking contractors invoices (re-measurement contract) in a time efficient and professional manner.
6. Handing over
7. Liability management (one year) after handing over

4. Application Submission &Documentation

Tender procedure from invitation to tender until signing of contract is expected to take place in March 2021. Architectural design services are expected to be performed and completed approximately within 2 months from signing of contract. Expected Construction period and supervision services for approximately 3 month.

To qualify for consideration in the tender procedure, interested consultants are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest. (letter to be attached)
2. Company details including full company name, full address, phone and email. (data/information to be filled in A12)
3. Copy of company/office registration certificate. (copies to be attached)
4. Copy of valid registration at the Order of Engineers and Architects (license or the like required to perform the works). (copies to be attached)
5. Company/office profile including the number of employees (permanent / temporary in total) mentioning their job position/qualification for the last three (3) years. (to be filled in A 12) and short CVs for the key staff (document like CVs, organigram etc. shall be attached separately)
6. References for interior/ construction projects of similar nature as specified above performed within the last five (5) years (max 5 reference projects) (reference projects to be named and specified in A12, projects description max 2 DIN A 4 pages per project shall be attached)
7. Total value of architectural design services for each reference project specified under 6). (data/information to be filled in A12)
8. Annual total turnover for each of the last five (5) years (minimum 50.000, - USD / year as an average) (data/information to be filled in A12) (copies with official third-party accounting reports for the annual turnover shall be attached separately)

The contract currency will be US-Dollar.
