RESPONSIBILITIES AND TASKS

Role and Responsibilities       

  • Strategy: Working alongside the Coordination team, s/he participates in the design of the PU-AMI country strategy for FSL. S/he leads on the development of the strategy and positioning for the livelihoods and food security sectors, proposing innovative and sustainable approaches.
  • Identification of needs and formulation of project proposals: Actively participates in the definition and implementation of assessments and leads the technical development of proposals (in coordination with the Deputy Head of Mission (DHOM), the Grants and Communication Manager, other Technical Coordinators and relevant Field Coordinators (FCOs).
  • Representation, external coordination, and partnership: Represents the mission in front of partners, authorities, donors, and local stakeholders involved in implementing food security and livelihoods programmes. S/he ensures the active participation of PU-AMI in national sectoral working groups and forums and develops sectoral partnerships aligning with the food security and livelihoods strategy. S/he coordinates with HQ FSL focal point(s).
  • Programs implementation: Ensures that programme(s) are in line with PU-AMI’s country strategy and monitors efficacy, quality, and cost-effectiveness.  S/he ensures that reports have the requested quality and consistency.
  • MEAL: Develops qualitative and quantitative data analysis in the FSL sectors; s/he promotes capitalization on food security and livelihoods research and technical developments for both sectors and ensures that analysis is disseminated among PU-AMI relevant staff.
  • Staff technical management and supervision of consultants/Training and capacity building: Manages directly the Livelihood Technical advisor. S/he participates in the recruitment and technical management of FSL staff.  S/he coaches program managers and field staff and provides guidance in technical aspects of project implementation. He/she provides and supervises technical training activities based on identified needs.

 

 

Specific objectives and linked activities

 1. STRATEGY AND POSITIONING OF THE FOOD SECURITY AND LIVELIHOOD TECHNICAL SECTORS

  • Work closely with Head of Mission (HOM), DHOM, Field Coordinators, Program Managers, and Livelihood Technical Advisor to determine the operational needs of PUI - AMI FSL programs;
  • Ensure FSL programs are implemented according to mission strategy, work plans, and budgets, in addition to meeting indicators and deliverables as per requirements;
  • Support the development and maintenance of a coherent program implementation strategy in collaboration with the Deputy Head of Mission for Programmes (DHOM);
  • Support development of action plans, proposals, and budgets for new projects and extensions of projects in conjunction with the senior country management team (SMT);
  • Liaise with the Deputy Administrative and Finance Coordinator/Admin and Finance Coordinator to ensure that FSL programs align with forecasted expenditures;
  • Support annual and strategic development workshops with the mission’s FSL staff members.

  2. TECHNICAL FOCAL POINT FOR FSL PROGRAMME DESIGN AND IMPLEMENTATION

  • Identify geographical areas of interest for PU-AMI according to humanitarian needs and vulnerable population context;
  • Analyze the humanitarian needs in the FSL sector and provide clear and detailed recommendations for PU-AMI ongoing and future interventions (including donor mapping);
  • Develop appropriate targeting criteria/vulnerability score criteria and mechanisms to ensure that the needs of the most vulnerable target population are met;
  • Support the program managers on the implementation of food security and livelihood activities such as emergency cash-based interventions (vouchers, e-cash), distribution of agricultural inputs, distribution of emergency farming and agricultural kits; food aid interventions (Food for training, food for assets); income-generating activity interventions or the creation of temporarily job opportunities (cash for work); creation of sustainable value chain and access to credit (loans, grants) and to local markets for farmers and agribusiness/small agricultural companies; rehabilitation of production units for farmers (greenhouses), development of inputs production units (fertilizers, seedlings, pesticides), and rehabilitation of community agricultural infrastructures (ponds, wells, irrigation channels), etc.;
  • Support the program managers and field teams on the definition of contents and methodologies for  technical training in livelihood, food security, life skills, and HHs budgeting, agriculture;
  • Promote and research the application of an innovative and sustainable methodology for food production, consumption and support the ecological transition towards more sustainable agricultural practices and modalities;
  • Ensure technical guidance of programs implemented in the operational bases through regular field visits (minimum 20% the time) and according to donors’ requirements and PU-AMI internal procedures and programs standards;
  • Provide supportive technical supervision to PU-AMI's staff working in FSL projects, answers to technical questions, analyzing problems, and identifying solutions jointly with the teams;
  • Work jointly with DHOM, Livelihood technical advisor, and project teams to prepare and draft new project proposals;
  • Ensure that methodologies, tools, and practices across utilized in the mission are harmonized, capitalized, and up to date.

  3. TECHNICAL FOCAL POINT FOR FSL DATA MANAGEMENT, REPORTING, AND INFORMATION SHARING

  • Develop qualitative and quantitative data analysis in the FSL sector in coordination with the MEAL/IM department;
  • Provide advice to programs team for the necessary use of FSL data to plan future evidence-based programming;
  • Ensure that all reports produced internally towards donors and partners are matching the expected quality (jointly with SMT, TA, field coordinators, and program managers);
  • Provide regular reports and follow up to senior management team and FSL unit in HQ;
  • Ensure livelihoods information is communicated efficiently between field and SMT team;
  • Participate in coordination meetings and ensure proper coordination and information sharing with other national-level coordinators (health, shelter and protection, logistics, administration, Field Coordinators, etc.).
  • Encourage coordination between different sectors and departments in the field (operational meetings, functioning reports, etc.) and ensure efficient circulation of information between FSL teams and other departments.

  4. MONITORING, EVALUATION, ACCOUNTABILITY, LEARNING

  • Lead and ensure an institutional Knowledge Building strategy for FSL interventions and defines, with SMT, the relevant documents and tools to be used and produced;
  • Work with the MEAL Coordinator, Meal Manager, and the TA to design and implement a reporting system to monitor and evaluate the objectives, indicators, and outcomes of the FSL programs;
  • Promote capitalization on livelihoods projects through best practices and lessons learned;
  • Identify research opportunities and advocates for technical developments in the sectors;
  • Ensure that PU-AMI FSL interventions in Lebanon adhere to the Ministry of Labor’s public policy, ILO’s guidance, MOA national policies and strategies, donor agreements, and PU-AMI's core policy documents and guidelines, including the Program Strategy Framework, PU-AMI's FSL policies, and guidelines.

  5. STAFF MANAGEMENT AND SUPERVISION OF CONSULTANTS, TRAINING, AND CAPACITY BUILDING

  • Manage, supervise and monitor the working activities and plan for the Livelihood Technical Advisor;
  • Coordinate with Field Coordinators on general project implementation (general advancement, budget follow-up, etc.)
  • Provide technical support to program managers of FSL projects at mission level;
  • Coach and support field staff and provide technical guidance in program implementation, monitoring, evaluation, and learning;
  • Support DHOM, FCOs, and HR Coordinator in writing and reviewing the job description for new or already existing positions;
  • Participate in the recruitment of FSL teams and in the appraisals/evaluation of performances of program managers as a functional manager;
  • Prepare the contents and methodology for training in food security, agriculture and livelihood, participate in the identification of training needs and recommend training action internally or externally;
  • Prepare terms of reference (ToR) for consultants, support the preparation of service contracts for consultancies, supervise consultants, validate reports from consultants, and provide feedback on the work accomplished.

  6. EXTERNAL ENGAGEMENT, COORDINATION, AND REPRESENTATION WITH OTHER STAKEHOLDERS

  • Represent PU-AMI among partners, donors, and different authorities at mission level, in collaboration with DHOM in relevant FSL for at national level;
  • Participate in interagency working groups, such as Basic Needs Assistance, Food Security, Social Stability and Livelihoods WG at a national level;
  • Identify opportunities for collaboration with other stakeholders, develops sectoral partnerships, and identify donor opportunities aligning with the PUI – AMI strategy;

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

 

Mandatory requirements

Language skills:  

  • very good writing and editing skills in English. Excellent interpersonal communications skills in English. Working knowledge in French and/or Arabic is a plus.

Education degree:

  • Master’s degree in economics, development studies, international development, management, social sciences, agricultural engineering, natural sciences;

Work experience:

  • Experience in the humanitarian and development sectors with local and international NGOs;
  • Food security and livelihood technical expertise of minimum 3 years;
  • 3 years of extensive and progressive experience as national technical coordinator/advisor positions.
  • Proven ability to develop and implement food security, livelihood, agriculture, and economic development programming (value chain, agricultural programs, market-based programming, resilience building, social cohesion).
  • Experience in Cash Transfer Programming/cash based interventions, agro – business, value chains, and technical training;
  • Good knowledge of job markets and self-employment opportunities as well as development obstacles for micro-entrepreneurs, (value chains, development of entrepreneurial skills, financial and economic inclusion).
  • Proven experience conducting technical assessments/ surveys with a team in one or more of the following areas: value Chains, market analysis, socio-economic/livelihood/agriculture surveys.
  • Hands-on experience in the development of research methodologies, qualitative and quantitative data collection, and analysis.
  • Experience in external representation, with proven active participation in working groups/clusters, and communication with institutional donors
  • Proven experience in stakeholder engagement including NGOs, local authorities, and the private sector.
  • Proven track record in staff and stakeholder training and capacity building.
  • Successful experience in direct team management and active support to field staff;

Knowledge and skills:

  • Proven ability to analyze complex environments at the national level, monitor changes, and translate into appropriate strategic planning;
  • Knowledge of economic recovery principles in emergency/development context;
  • Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, learning;
  • Knowledge of institutional donors (EU, UN agencies, BPRM, OFDA, etc.);
  • Networking skills;
  • Excellent writing skills.

Computer skills:

  • Advance knowledge of Microsoft Office package, statistical analysis software, data collection, and analysis;

Other:

  • To be familiar with and abide by the NGO/Code of Conduct and with the Sphere, Humanitarian Charter, and Minimum Standards. Availability to travel within the country/areas of programs implementation.
