La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen healthcare systems to give everyone, especially children, the same chances of survival and development.

Helping the most marginalized children is more than an ethical duty, it is a vital requirement for achieving the United Nations 2030 goals for children's health and well-being.

We work in 27 countries with a global approach, focusing on children, mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital facilities adapted to local needs.

Since late 2016, La Chaîne De L’Espoir has implemented a comprehensive paediatric orthopaedic surgery program with local partners in Lebanon targeting vulnerable children living with orthopedic congenital anomalies, covering local and refugee populations, by providing medico-surgical care to more than 420 children including post-operative follow-up and rehabilitation.

 

Background:

La Chaîne De L’Espoir (CDE) is strengthening its presence, aiming to have an ongoing program in Lebanon. CDE is supporting access for the most vulnerable in response to the emerging health crisis, especially children with congenital anomalies, to quality medico-surgical care and follow-up services. The current program encompass activities covering the patient’s share, advocating for establishing national guidelines, increase reporting of cases, raising awareness and capacity building of relevant stakeholders. It involves building a network of partners, increase screening of congenital anomalies, giving access to healthcare while providing psychological support in a Gender sensitive approach.

The projects are implemented within a newly established CDE Bureau in Lebanon.

Job Description

The Program Manager will have direct management responsibility of the ongoing projects within the parameters set out by CDE approved strategies, annual plans and budgets.

S/He will be responsible for the following:

Project cycle management

  • Lead the implementation of all projects and their daily management in line with the donors’ requirements, including:
    • Identify and liaise with external stakeholders
    • Advocate for national congenital anomalies care strategy
    • Participate actively in coordination meetings and thematic working groups
    • Manage of existing partnerships and extend CDE’s network
  • Prepare timely and cost-effective operational plans
  • Identify gaps and weaknesses in operations and develop solutions in close coordination with the management
  • Put in place monitoring and evaluation plan to achieve project outcomes. Ensure that the program continues to address the needs of the beneficiaries and is appropriate for the target group.
  • Provide timely and qualitative reports, whether internal or donors’ reports
  • Provide regular updates of lessons learned and best practices to the management to ensure improvement of programs
  • Put in place an Accountability to Affected Populations plan including feedback and complaint mechanisms, information-sharing and transparency
  • Mainstream Protection in the project cycle. Identify and address protection risks
  • Conduct regular monitoring visits to project sites
  • Participate in the design and development of program strategies and ensure their alignment with CDE’s mission. Write proposals accordingly
  • Develop a communication and visibility plan including preparing communication material (flyers, brochures, success stories…)
  • Identify logistics and resources needs and oversee an effective functioning of logistics systems to procure supplies and services for the timely delivery of the projects
  • Implement and monitor country specific security plan for the offices or program sites, proposing measures to prevent, adapt and react to security incidents. Report security and safety incidents immediately

 

Financial Management

  • Ensure effective country program financial management, including procurement planning and budget forecasts. Ensure that the budget plan meet the activities deployment and program funds are timely expended
  • Develop a budget follow up monitoring
  • Perform regular audit for partners expenditures and validate their reports

 

Team Relationships

  • Ensure CDE’s team (medical, social, financial) stays abreast of the current projects, direct them towards achieving the program goals and objectives
  • Create processes and procedures for the different department functions to ensure proper output and deliverables
  • Put in place reporting tools for data collection
  • Perform HR management activities, including organizing priorities, building capacities, and assess performance

The Program Manager is under the direct supervision of the Head of Mission for Lebanon and has direct-reporting staff (social worker).

 

Other

  • Perform field visits across Lebanon
  • Ensure confidentiality of data and information related to patients, their care and family
  • Keep CDE team informed on any issues related to the projects implementation or other encountered challenges
  • Support operational organization of field trips
  • Translate verbally and by writing when necessary
  • Participate in team meetings or any other relevant internal and external meetings
  • Perform any other additional duties upon instruction given by his/her line manager or technical referent whenever applicable

 

 

Profile

 

Professional experience

  • Extensive experience in humanitarian program implementation, including context analysis and project cycle management: designing, implementing, reporting, monitoring, evaluating and budgeting (Essential)
  • Experience in human resources, financial, and logistics management (essential)
  • Sound work experience in different grant development and institutional funding, especially AFD (essential)
  • Previous work experience in the health sector (desired)
  • Experience in advocating with national, local, and international stakeholders (desired)

Education and Experience

  • Graduate degree in project management, development studies, international cooperation / relations, public health, health care management or related education
  • At least five years of experience in humanitarian/ developmental project implementation (public health, health care management is a plus)

Interpersonal skills

  • Strategic thinking, capacity to analyze and propose solutions
  • Excellent verbal and written communication skills
  • Solution oriented, polyvalent and flexible
  • Patient and sense of diplomacy in operational environment
  • Adherence to humanitarian principles and CDE’s Code of Ethics

Language and information system

  • Excellent command of spoken and written English, French and Arabic (essential)
  • Good command of Microsoft Office software tools (Excel, Word, and PowerPoint)

Conditions

  • The contract is for one year, to be extended pending funding availability, and depending on work performance.
