TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars: A Humanitarian Pillar, a Human Rights and Economic Justice Pillar, and the Beirut Response Pillar. The purpose of the Humanitarian Pillar is to ensure that marginalised women and men, including refugees from Syria and Lebanese, are able to have safe access to water, sanitation and hygiene promotion (WASH), attain their rights to life, security, protection and assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.

JOB PURPOSE: To lead in implementing gender-sensitive community-level protection activities, support in the formation of  women’s groups in Bekaa, support existing women’s groups in close coordination with Oxfam partners, as well as conduct protection monitoring, and information dissemination and referrals, guided by Oxfam’s policies and guidelines for managing information, and the ICRC professional standards in protection work. The Protection Gender Officer contributes to the team through supporting the transformational leadership for women’s rights component of the programme, strengthening capacity of programme staff on gender and on protection, community volunteers and supporting local partner organisations, where appropriate.

 

JOB REPORTS TO : Senior Protection Officer, with matrix management/ technical support from Protection & Gender Advisors based in Beirut

ROLES REPORTING TO THIS JOB: None

BUDGET RESPONSIBILITY : No direct budget holder responsibility but contribute to budget planning and monitoring.

GEOGRAPHICAL SCOPE: Bekaa

KEY STAKEHOLDERS: Other Project Staffs, Partner Staffs, MEAL staff

 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

 

Programme Implementation and Programme Quality

  • Prepare for all field activities involving community mobilisation, and specifically support to and follow up with women’s groups remotely and in the field. 
  • Support the updating of the women’s groups strategy through a participatory approach involving women’s groups’ members, in addition to the development of guiding documents and capacity development plans relevant to the work with women’s groups and other relevant groups as needed, in coordination with partners and other stakeholders.
  • In coordination with Women’s Rights Organizations partnering with Oxfam, contribute to facilitating and building the capacity of women’s groups on women’s leadership to raise women’s voices, represent themselves and others, and substantially participate in protection risk mitigation activities.
  • Participate in developing clear methods to increase a meaningful participation of marginalized women, and adapt implementation throughout all activities as appropriate.
  • Provide written feedback about protection incidents, issues and tensions, and more specifically those affecting women.
  • Prepare and facilitate community consultations on project activities, encourage and collect feedback and suggestions from women in the community including volunteers and women’s groups’ members, and provide orientation sessions as necessary and on topics covered by the respective projects.
  • Support in designing gender sensitive information sessions material and ensure that service mapping includes services specific to women’s and girls’ needs and Sexual and Reproductive Health and Rights (SRHR).
  • Provide high-quality support and technical assistance to the WASH, and protection teams with the support of Gender Advisor to practically integrate gender considerations in the project, as per the Gender Action Plan and program analysis.

 

Working with Partners

  • Work with local partners, through counterparts in the organisations, to mainstream gender sensitive approaches in activity implementation, and ensure that outreach strategies are tailored to the specific needs of women & girls, and women and girls living with disability.
  • Work with the Gender Advisor on providing tailored capacity building to partners’ staff on Gender in Emergencies, gender mainstreaming and SRHR through tailored training sessions, coaching and mentoring.

 

MEAL and Research

  • Support and coordinate with the MEAL team and the Gender and Protection Advisor to integrate gender dimensions in all MEAL processes (e.g. data collection, baseline surveys, PDMs, needs assessments, etc), in addition to documenting successes and challenges in achieving gender outcomes.
  • Contribute to project design and proposal development, as well as to donor-reports, gender and protection analysis reports, monitoring activities and other internal reporting.
  • Participate in monitoring learning and developments of women’s groups, and the impact of activities and provide feedback accordingly.
  • Support and contribute in integrating a gender lens to the design and planning of programme-based research.

  • Relevant work experience of 2 to 3 years in protection and/or gender in a programming capacity.
  • Demonstrable experience in community mobilisation, as well as with local authorities and civil society engagement
  • In depth knowledge and understanding of community-based protection and community mobilization, in addition to the principles and standards of gender in emergencies, GBV in humanitarian and refugee contexts, and an understanding of gender inequalities
  • Good understanding and knowledge in application of do no harm, conflict sensitivity principles and ICRC standards and ethics for protection work
  • Good levels of spoken and written English and Arabic
  • Commitment to a rights-based approach, gender equality and protection
  • Proven analytical skills with proven skills in drafting and preparing reports
  • Strong facilitation skills and ability to deliver capacity building training sessions
  • Demonstrated ability to work under pressure in a demanding and fast-moving environment, manage workflows, balance competing priorities and work effectively in a diverse team
  • Willingness to work in insecure environments and a high level of adaptability and initiative

 

Desirable

  • Degree in gender studies, sociology, anthropology, or any other related field
  • Good understanding of gender issues in WASH, EFSL, protection and GBV prevention and response
  • Understanding of monitoring and evaluation processes, learning, and adaptation
