  1. Background

Before 2011, Syria was classified as one of the safest countries in the world, achieving comprehensive development in various sectors, especially the economic sector. With the launch of the Syrian revolution that shifted very fast into a ravaging war in 2011, the national economy faced a sharp decline in the factors of production which incurred enormous losses. The losses of the economic sectors were more than 50% in mining and industry; 18.7% in the trade sector, 9.9% in the transportation sector, 9.8% in the agriculture sector, and finally 11.6% for the rest of sectors. Nowadays, the Syrian economy depends on a range of strategies taken by the country in the transition to a system of production and logistic support, to ensure the continuity of the country in war times.

recent report from the United Nations Relief and Works Agency estimates that it will take decades for Syria to recoup the cost of war. “Even if the conflict ceased now and GDP grew at an average rate of five per cent each year, it is estimated that it would take the Syrian economy 30 years to return to the economic level of 2010,” says the report in March 2014, calling the situation an “economic catastrophe.”

Syria and its allies alone can’t reconstruct the country nor rebuild the economy alone; they will need the support of the international community for a reconstruction bill that ranges between $300 billion and $ 1 Trillion. This reconstruction phase that has started in a humble pace in both regions; the regions under the control of the Syrian central authority and the other regions under the control of the opposition militias, needs the efforts of the Syrian people including the skills of those who seek refuge in Lebanon and who started to return to their country and to their land, even if in a shy pace.
 

  1. Brief Presentation of the project

Safadi Foundation is implementing a project in partnership with European Regional Development and Protection Program (RDPP) whose main overall objective is to stimulate sustainable economic participation of vulnerable youth by promoting their inclusion in the development of their communities in Lebanon. The project is helping to develop youth employability through comprehensive training programs where acquired market-based skills training, and self-development help them have the needed skills to access jobs, or start a new business. The project also strengths the private sector and the ‘national actor engagement’ in active labor market programs, by engaging them to participate in developing an effective labor endeavor leading to significant reduction in identified skills gap. The project targeted both Syrian refugees and Lebanese host communities.

Now, and upon the notable calmness of the fighting in Syria and the renewed talks about Syrian refugees wishing to return to their country, Safadi Foundation wants to understand what skills the Syrian youth that might be returning in the coming years to Syria, needs. SF is looking to contract an expert researcher who can undertake a desk review and assess what skills are needed in Syria that can be transferred to the targeted youth so they use them upon their return to help in rebuilding their neighborhoods their livelihoods, find a job, secure their food, or start an income generating business.

 

  1. Purpose of the research/rational

This research will be a market driven to fill the skills gap for Syria, which will be focused on the skills required by the labor market, and the skills that the jobseekers want to develop.

Based on the research results, Safadi Foundation will design a project to help fill the gaps and train the Youth Syrian refugees and the youth of the host community when skills needs match. The training will take place in Lebanon at Safadi Accelerated Vocational Training Centre, the Safadi Rural Development Centre and at other locations as needed.

  1. Methodology

The research consultant is expected to manage the research through the use of a qualitative tools, and write up the research report.

The methodology will adopt a gender-lens and youth-focus, taking into consideration factors of relevance to understanding the incentive structure around men’s and women’s engagement in the labor market, the division of skills and the constrains for women and men to meet those required skills, and the untapped opportunities for the young labor force.

  1. Expected Deliverables

The research will focus on:

One: Background and impact of the war on the livelihoods in Syria; a general outlook.

Two: A desk review to collate and synthetize the most up-to-date secondary data available on the livelihoods situations of Syrians inside Syria including agricultural livelihoods.

Three: Lists of skills needed by sector

It is expected that the consultancy will last for a total of 35 days (1 March 2021 – 30 May 2021); including the research data compilation and write up of the report.
 

  1. Qualifications Required
  1. Academic Qualifications: Master’s Degree or equivalent in sociology, economics, other social science or related field.
  2. Language Requirements: Fluency in oral and written English is required.
  3. Years of Experience: 10 - 15 years of experience in working in similar field
  4. Competencies:
  • Knowledge of socio-economic development and related fields.
  • Ability to apply principles and concepts of socio-economic development in relation to government, the private sector, civil society and international organizations.
  • Ability to conduct conceptual and strategic analyses.
  • Problem-solving skills.
  • Very good knowledge of region or country of assignment, including the political, economic and social dimensions.
  • Ability to relate socio-economic issues, trends and perspectives, including gender issues, to social development initiatives/programmes in affected region.
  • Is conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
  • Develops clear goals that are consistent with agreed strategies.
  • Allocates appropriate amount of time and resources for completing work; uses time efficiently.
