Job Purpose
The purpose of this post is to provide Monitoring, Evaluation & Learning (MEL), project implementation and administrative and logistics support to International Alert projects in Lebanon. This role involves carrying out monitoring and supporting the Projects Coordinator in the Bekaa to follow up with project partners, support project partners with reporting, conduct field visits and support sub-contracting and compliance. The position will be a key role in support projects across the Alert Lebanon project portfolio including on projects related to strengthening the role of the formal and non-formal education in the prevention of violence against children and local dialogue and conflict prevention work.
The post holder will report to the Projects coordinator and work closely with Projects Coordinator (Bekaa), Project Manager and DMEL Manager, as well as coordinate with Advisors, Partnerships Manager and other consultants.
Duties and Responsibilities
Project Monitoring, Evaluation & Learning
Support project staff in maintaining M&E frameworks for projects.
In coordination with the DMEL Manager conduct project monitoring, including conducting site visits and data collection (FGDs and interviews) with project participants.
Assist in the development of MEL plans for the Lebanon programme and monitor and report back on progress against this plan.
Work with partners on using MEL tools, ensuring that partner staff are implementing good practice on joint projects with Alert.
Assist in internal learning activities and with partners on best practices for monitoring and evaluation practices
Assist in collecting case studies and lessons learned.
Partner engagement and consultant sub-contracting
Support partners in developing, carrying out and integrating learning from MEL activities.
Support projects staff to administer and monitor sub-grants to partners and contracts with consultants as allowed for within project budgets, ensuring compliance with internal Alert financial systems and donor accountability requirements.
Provide support in reviewing and processing quarterly financial reports from field-based partner organisations and country offices
Providing overall coordination of the administrative side of the partner initiative which will involve working closely with local NGOs to ensure adherence to donor requirements, Alert policies (including Safeguarding policies) minute taking at management meetings.
Any other tasks as may be reasonably required.
Project Administration & Implementation
Provide general finance and administrative support to projects staff and consultants as and when required
Maintain projects logframes, calendars, contact networks and stockholder mapping.
Administer financial tasks related to projects implementation, including preparation of money transfers, cash requests, processing of invoices and donor financial reporting
Review supporting documentation, ensure that all payments are duly signed, and documentation attached is sufficient;
Support in arrange appointments/meetings (roundtables, dialogues, trainings, webinar etc.), also attend KII, FGD, taken notes
Logistical Support :
Assist in preparing regular M&E activities with support in logistics and administration required for M&E activities
Support projects staff with organizational aspects of project events (roundtables, dialogues, trainings, webinar etc.), call participant to ensuring smooth running of events. This includes booking hotels, meals, transport, and organization of cultural project accompanying project events etc.
Ensuring procurement guidelines are met
Ensure the effective recording, documentation, and filing of project activities, internal and external project meetings
Travel requirements
This post is based in Bekaa, Lebanon, with travel to Beirut and other project implementation areas as required.

A relevant degree at Bachelors’ level

Annual Salary Based on Alert’s scale (4.2)

Working hours
Full time staff are expected to work a standard 35 hour week, with some flexibility around start and finish times to be agreed with the line manager. All staff are required to work core hours 10am – 4pm.
