Basmeh and Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

Job Purpose: The Protection Officer is responsible for overall protection activities implementation, coordination, and technical support to maintain and expand Protection programming in Shatila learning Center. He/She must be familiar with the context, dynamic, and governance structure in the Palestinian refugee camps in Beirut. Culturally sensitive and willing to conduct site visits frequently as this position requires 70% of field work.

Major Activities :

  • To contribute to the definition of the protection strategy for B&Z protection program
    • Plan and implement protection activities with a focus on gender marker in line with B&Z, international, and sector guidelines – such activities include skills-building activities, psychosocial support, identification and referrals, awareness-raising, positive parenting, etc.
    • In coordination with B&Z program staff strengthen the internal referral mechanism and ensure proper referral and follow-up to relevant sectors as well as to other protection services such as in-kind/voucher support for high-risk cases.
    • Provide information on available services, identify, and refer cases at risk to relevant stakeholders in line with Inter-Agency referral standards.
    • Support social workers to provide structured and non-structured PSS activities tailored to the needs of caregivers and children. (in-person and remotely).
    • Work closely with the learning center Manager to prepare comprehensive action plans, including resources, timeframes, and budget for implemented activities.
    • Ensure that all supplies are sufficient for projected activities and prepare purchase requests and orders when needed in a timely manner.
    • Promoting B&Z activities through managing the efficiency and effectiveness of all activities to ensure maximum impact and sustainability.
    • Develop comprehensive context analysis for the area of focus, and update it regularly based on changes in the context in order to be used as a base for planning interventions
  • Responsible for the appropriateness and quality of protection interventions
    • Provide clear support and supervision and mentoring of the protection staff through regular field visits, meetings with the staff in accordance with the recommendation of the Learning center manager and protection program manager.
    • Ensure that the services provided in the project adhere to best practices and global standards.
    • Ensure that timely technical support and advice is provided to the project team to make sure the project is implemented on time.
    • Support the integration of the Protection Programming with the other sectors.
    • Provide direction to staff in the implementation of the work planning, targets, challenges, relative to the Protection component 
    • With the support of the Learning center manager, provide feedback on the monthly monitoring tool to the Protection program manager, notably on the technical part
    • Support the Project staff in producing high-quality donor reports (in their protection sections).

Safeguarding and child protection:

  • Ensure the best practices in B&Z safeguarding measures and child protection policy as well as code of conduct.
  • Conduct refresher training and coaching session on CP and safeguarding to the protection and no protection staff whenever needed.
  • Refer to Functional Supervisor in HQ for technical support and advices.
  • Fulfilling other duties and responsibilities of a similar level as needed.

Competencies 

Functional: 

  • At least 5 years in humanitarian assistance and 2 years of international relief and emergency experience in the same position,
  • Experience in conflict/post-conflict contexts, with experience in supporting emergency responses, access and security analysis, and management
  • Good expertise in protection, with a focus on CP/SGBV
  • Ability to set high standards for quality of work and quick adaptability and flexibility in a stressful environment
  • Ability to manage human, technical, administrative, and financial resources

  • Previous experience in managing emergency cash project.
  • Professional experience in case management (CP/GBV)
  • Good skills in anticipating problems and developing solutions; - Excellent organizational and planning skills.
  • Ability to work on own initiative.
  • Ability to deal with administration and documentation.
  • Willingness to travel frequently to rural field locations.
  • Knowledge of English written and spoken.
  • Computer literacy, particularly in Microsoft Office programs such as Word and Excel as well accounting packages & other database competencies.
  • Working knowledge of a range of donor rules and regulations.
