POISTION OBJECTIVE:

The Senior Grants Coordinator is responsible for ensuring timely production of high-quality project proposals,amendment requests, and donor reports; providing program and support teams with advice on compliance with donor and CL regulations; and managing the organization and administration of contract/grant documents. He/she will advise the program management team on matters in regards to donor engagement and portfolio management as well as contribute effectively in overall strategy development for the Emergency and Refugees department.

DUTIES:

  • Contribute to the development of the Emergency and Refugees Departments’ Strategy and provide technical support and assistance to its implementation
  • Contribute to the development of new programs and partnerships, in line with identified protection needs and within Caritas Lebanon’s strategy, including the elaboration of donor proposals in collaboration with the Head of Department (HOD) and Program team
  • Draft, review and provide support in the negotiation of project agreements, including sub-agreements and memoranda of understanding
  • Monitor and support the use of grants management tools such as Budget versus Actuals (BvAs), procurement planning, recruitment plan and activity plans amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles
  • Support in grants modification: Cost or non-cost extension, amendments, workplan revision etc.
  • Monitor and manage all administrative and financial details concerning issuance of grants
  • Ensure proper execution of the policies and procedures indicated in the grants guidelines, regulations and requirements of the donors
  • Manage Grants Management Unit and directly supervise its staff members
  • Maintain responsibility for the solicitation of proposals and ensuring that all grant requirements are met
  • Provide guidance to the Project Coordinators and support in the day-to-day management of grants
  • Monitor the grant budgets and expenditures with timely implementation
  • Communicate and follow up with the donors
  • Observe and monitor the grant program goals and monthly performances on a regular basis
  • Ensure grant and procurement activities are in compliance with the donors and Caritas Lebanon rules,regulations and policies
  • Manage in close coordination with the Head of Department all aspects of the grants
  • Ensure efficient processing of all grants documents through the required approvals
  • Analyze the budget estimates during execution to ensure feasibility, consistency, allocable costs, and compliance
  • Ensure timely communications with program and protection unit on any issues and items concerning program achievements, notable events, performance, completion of milestones and any other issue of Interest
  • Contribute to and review all internal and external reports to ensure coherence, accuracy, high professional standards and timely submissions
  • Analyze regularly the context, risks, operational access issues and availability of resources, in relation to the program objectives in close coordination with the project team
  • Address the feasibility of proposals and realign them in light of the field assessment findings
  • Participate/oversee the recruitment process of the program staff
  • Regularly promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-ones meetings and performance appraisals
  • Perform other duties as assigned by the Immediate Supervisor

  • Proficient in English, French and Arabic both written and oral

  • Ability to develop clear goals and identify priority activities and assignments

Computer Skills

  • Microsoft office – All applications

EXPERIENCE & KNOWLEDGE

  • At least 5 years of experience in program management
  • Experience in writing concept papers and proposal
  • Relevant experience in contract and grant management
  • Significant experience of working in humanitarian programs
  • Good understanding of structure and processes in NGOs
  • Experience of project management and project cycle management, including project design,implementation and evaluation
  • Strong understanding of the project cycle and of M&E systems
  • Experience in or understanding of program accountability principles
