Crisis Management Consultant

In partnership with UNICEF, AND is currently implementing a COVID-19 prevention and response initiative where it will help raise awareness about C-19, the preventive needed measures and adequate response through unions’ crisis cells and with the central crisis cell at the governorate level to enable communities and unions of municipalities efficiently plan and implement preventive and response measures in case of COVID-19 health emergency.

Areas of Responsibility: Akkar Area

• Draft the TOR and SOPs of the unions’ crisis cells
• Conduct trainings for the crisis cell along with the volunteers’ teams
• Help the crisis cells and the volunteers’ teams to complete the needs assessments in each union, and identify the strengths, weaknesses and resources of every union.
• Identify the protocols to be followed in case of emergencies and more specifically in terms of Covid-19 contamination.
• Provide the cells with guidelines on having clear guidelines and have access to accurate information and real time updates to play an efficient role.
• S/he should coach and make a continuous follow-up so that these crisis cells and volunteers can act as peer educators and community mobilizers at large in their constituencies,
• Based on the TORs and SOPs, a workshop shall be planned with the crisis cell and with the volunteers’ team within 5 unions to validate and clarify the tasks allocated to each stakeholder in case of emergency (including Covid 19) along with the role of the crisis cell in coordination with the governorate level crisis cell.

Job Requirements:

Academic qualifications

• An advanced university degree (Master) in a relevant field of study such as international relations, development collaboration, disaster and crisis management, public administration and other similar fields of study.

• Positive and professional attitude, able to organize.
• Works well in a team, flexible, and able to handle pressure well.
• Computer literacy required.
• Fluency in Arabic and English.
• Strong communication skills
• Critical thinking and analysis competencies

Years of experience:

Minimum five (5) years of professional experience in a relevant field with an emphasis on international collaboration, humanitarian affairs and development, conflict resolution and human security, institutional development and system building and other similar fields of work;

• Past experience in government system building and institutional development; Previous work experience with municipalities is a strong asset.
• Past experience from Akkar is a strong asset;
• Past experience in advocacy and policy formulation;
• Past experience working within or with government institutions with a focus on enhancing organizational effectiveness and efficiency;
• Experience in training and capacity building for the municipalities and/or volunteers in the areas of crisis management and coordination;

Reporting

The provider of services shall report to the Project Manager.
