About the project and the position

A consortium of six organizations, including Médecins du Monde (MdM), Skoun, Abaad, Amel, Embrace and Humanity and Inclusion (HI), along with National Mental Health Program (NMHP), supported by the Agence Francaise de Development (AFD), aims to improve the opportunities for individuals living in Lebanon to enjoy the best possible mental health and wellbeing. The consortium is looking to recruit a MH expert to develop (1) blue print for different types of community based mental health services such as day care center, therapeutic apartments, safe housing, (2) development of package for opening and running an inpatient unit in line with Quality Rights (QR), and (3) development a deinstitutionalization plan.

Tasks and duties

• Development of a deinstitutionalization plan of the current specialized mental health services towards community based mental health services,
• Development/adaptation of blue prints and guidelines for different types of community based mental health services such as day care center, therapeutic apartments, safe housing:
  • Collection and analysis of current data related to different existing types of community based mental health services,
  • Explore potential models to the Lebanese context and propose the best model,
  • Develop the implementation plan –blue print for the selected model based on the collected data, and
  • Review and validate with the NMHP concerned persons.

• Development of service guidance packages for opening and running a Mental health inpatient unit in a general hospital in line with Quality Rights module of WHO, and oversee the piloting in existing or new inpatient units.

Education and Experience and relevant skills

• Higher Degree PhD or MD in mental health with experience in mental health policy and service development,
• Fluent in English. French is a plus,
• Experience in developing guidelines or running such services in other countries, with at least 15-20 years of professional work experience in the related field,
• Excellent planning and management skills,
• Excellent communication, and interpersonal skills,
• Excellent analytical skills,
• Cultural-sensitivity, and
• Reliability and accountability.
