General Background

Lebanon remains the country hosting the largest number of refugees per capita, with over one million Syrian refugees, and around 20,000 refugees of Iraqi, Sudanese, Ethiopian and other origins, in addition to the Palestine refugees under UNRWA’s mandate. There are no formal camps for Syrian refugees in the country, and refugees are living in hundreds of communities and locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field, bringing together over 100 UN agencies, national and international NGO partners. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.  Aside from UNHCR country office in the capital city of Beirut, UNHCR has field offices in Mt Lebanon, Qobayat, Tripoli, Tyre and Zahle.

 

The Senior Field Assistant is a member of the Field Unit in Beirut and Mount Lebanon (BML) Field Office and reports to the As. Field Officer (Cash Assistance). Under the overall direction of the Field Unit, the Senior Field Assistant performs a variety of functions related to Field activities within the office, primarily those related to the basic assistant programmes, including both cash and CRI modalities as part of both regular and emergency response. The staff works directly and closely with communities of concern and in coordination with other UNHCR staff, government, NGO partners and other stakeholders. To fulfil this role the Senior Field Assistant is required to spend a substantial percentage of her/his time working outside the office. The incumbent also supports the designing of field plans and programmes ensuring that it is based on consultation with persons of concern and field realities. 

 

Purpose and Scope of Assignment

  • Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure. This include card distributions/validations, monitoring VASYR and VARON visits, and distributions of core relief items.
  • Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions. Monitoring and Approving CRI ad hoc distributions with multiple partners. Monitoring CRI distributions and preparing quarterly reports as per SOPs for 10% of the beneficiaries. 
  • Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
  • Collect data and other information relevant to UNHCR and report to the supervisor accordingly.
  • Keep regular contacts with local authorities and implementing partners as requested by supervisor.
  • Perform briefing sessions to partners, refugees, and the community on basic assistance related matters
  • In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR. This include close coordination, verification and approval of CRI. 
  • Follow up, on a regular basis, the overall situation of persons of concern in UNHCR BML area of responsibility and report accordingly, such as updates on C and IS populations, dynamics and trends.
  • Liaise with local authority counterparts, partners and populations of concern.
  • Direct incidents and problems to the supervisor when they cannot be resolved at their level.
  • Perform other related duties as required.

 

Monitoring and Progress Controls

The incumbent is expected to contribute to:

  • Support the development and update of strategy and operational approach within field response. 
  • Produce periodic reports on CRI and card distributions/validation, including on modalities, disaggregated information on beneficiaries reached, as well as dynamics and trends during distribution exercises.
  • Keep regular and updated CRI stock figures, beneficiary lists, and distribution plans in coordination with relevant stakeholders.
  • Update supervisor on support provided to implementing partners on field issues and alignment with operational strategies and guidance.
  • Provide early warning reports on gaps and opportunities related to field programmes. 
  • Meetings notes of coordination meetings with various stakeholders including Government counterparts, partners, impacted individuals and other relevant stakeholders.
