Short-term National Expert – Conflict Analysis

Project background

The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 18 Member States and over 60 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field. The overall objective of this project is to enhance capacities of Lebanese authorities to control the borders while facilitating movement of goods and bona fide travellers through a rights-based approach.

ICMPD is inviting all interested candidates to apply for the above-mentioned position for the European Union Funded ‘Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon – Phase 3)’. 

The overall objective of this project is to seek to leverage the sustained commitment, and past investment in Lebanon, through ICMPD’s expertise and thereby achieve the following Specific Objectives:

• To enhance border governance.
• To reinforce right based approach and IBM coordination contributing to enhanced border security and trade facilitation.
• To contribute to the security and stability of border communities. 

Tasks

• ICMPD is seeking a short-term expert to conduct an analysis of conflict to understand triggers that cause tension in border areas in Akkar and Baalbek El-Hermel, with specific attention to conflict between community members and security representatives. The geographical spectrum will focus on border communities in the governorates of Akkar, and Baalbek El-Hermel. 
• The study will focus on the collection of qualitative data through primary and secondary methods to grasp trends in conflict and power dynamics at the community level, the stakeholders involved and their relationships, and the potential avenues for transforming the conflict.

In particular, the expert is expected to:

• Conduct desk research of existing local development plans in Akkar and Baalbek El-Hermel border areas and assess to which extent they are realistic and conflict sensitive;
• Analyze conflict and power dynamics between various groups (communities, refugees, security agencies);
• Understand triggers that cause tension within Lebanese communities;
• Identify key actors involved;
• Assess conflict dynamics and identify dividers and connectors;
• Provide overall recommendations for conflict mitigation;
• Consult with Lebanese security agencies, local authorities, community groups, civil society organizations throughout the analysis process.
• The methodology of analysis shall include desk research as well as focus group discussions and/or key informant interviews with various stakeholders including but not limited to community members, local authorities, security representatives among others.

Deliverables

• Two conflict analysis reports (one for Akkar and one for Baalbek El-Hermel border areas) that clearly define the conflict drivers, main actors, and the dynamics of conflict.
• Specific attention shall be put on conflicts between security actors and communities and causes of tension. The report shall include a set of recommendations on mitigation measures.
• The draft reports has to be submitted for revision by May 10, 2021. The final reports has to be delivered by May 31st, 2021.
