Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from an acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promote humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters.
Today, PU-AMI is intervening in 21 countries in Africa, Asia, Europe, and the Middle East to cover the needs of populations affected by conflict, natural disasters, or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects Shelter Rehabilitation, Health and Food Security, and Livelihoods as well as integrated protection activities.
The national response plan to COVID-19 pandemic includes the setup of isolation/quarantine facilities to accommodate suspected and confirmed COVID-19 cases that would not be able to safely self-isolate at home. UNHCR COVID-19 response plan categories this type of facilities as a Level 3 response, especially fitted to mitigate potential spread of the virus within the Syrian refugees community living in Informal Settlements and Collective shelters.
In close coordination with the Governorate of Akkar and UNHCR, a COVID-19 isolation center was identified in the Municipality of Tall Hayat (THIC) to host suspected and confirmed cases, including Syrian refugees. The center was rehabilitated to this purpose and partially equipped to receive up to 50 confirmed cases and 18 suspected cases, however expansion is seen if the need arises. Total capacity is 350 beds.
The preparation of the center was carried through the collaboration between UNHCR, UNICEF, PU-AMI, Concern WW, LebRelief, World Vision and Food Security Sector members (ANERA and Tanmyia Wa Tahsen (TwT)), as well as the Syndicate of Nurses.
PU-AMI will ensure the general management and coordination of the center, including partners’ internal coordination, external coordination, overall logistics of the center, monitoring of the quality of the services delivered; PU-AMI will monitor the quality of all services delivered in the center (health follow up, garbage management, meal preparation). While each partner is responsible for the quality of the services it is delivering and its compliance with international and national standards and guidelines, the role of PU-AMI as Site Manager is to point out to partners potential lack in their intervention and ways of improvement.

OVERALL MISSION
General objective
Under the direct supervision of Tal Hayat Isolation site Manager, the Isolation Centre management officer support at site level the effective implementation and coordination of PU-AMI's program in THIC, targeting the COVID-19 crisis-affected populations (refugees and host communities). The Isolation Centre management officer will participate to the supervision and monitoring of the THIC on the administrative and managerial part, he/she will ensure fluid coordination with partners involved in the general functioning of the Center. Additionally, he/she will be responsible for monitoring, gathering information and reporting on all the services and activities delivered at the Center, including from partners.
If the site manager becomes infected with coronavirus (COVID-19), the Isolation Centre management officer takes over and is in charge of all duties. Hence, it is important to keep the Isolation Centre management officer up-to-date with the overall situation at the Centre and the challenges of overall management of the Centre.
RESPONSIBILITIES AND TASKS
SPECIFIC OBJECTIVE AND LINKED ACTIVITIES
Administration and Management of the Isolation Center
Under the delegation of the site manager, disseminate any relevant information, and coordinate with the THIC staffs.
Support the site manager in implementing pu-ami protocols, and sops and ensure everyone receives a unified knowledge required to properly fulfill the project’s objectives.
Collaborate with both the site manager and THIC’s staff to ensure proper follow-up of patients’ needs.
Liaise daily with other partners involved in the centre activities.
Participates to THIC Coordination meetings.
Analyse gaps, plan, organize and perform trainings to staff of the center.
Supervise the organization of the provision of meals to patients in close coordination with the dedicated partner, including collecting meals needs, supervising the work of cooks on site, identify equipment/material needs, ensure hygiene and safety standards are met.
Perform any task assigned by the site manager related to the realization of the project’s objectives.
Activities’ Monitoring
Monitors the quality of all services provided by PU-AMI and partners according to international, national and locally agreed standards, guidelines and processes.
Identifies gaps and needs. provide feedback to the site manager about opportunities to improve the provision of the services and keep up to standards.
With the Center Manager, plan and follow up on quality improvement action plans.
under the delegation of the site manager, collaborate with the meal department and the social worker and the head of the nurses when conducting patient satisfaction surveys and other assessments at the site level.
Logistics & Administration
Identifies gaps and logistics needs. Liaise with the Site Logistician.
Support the Centre Manager in internal PU-AMI administrative processes and tasks.
Reporting & Follow-up
Report on daily, weekly and monthly basis, orally, and written all activities and interventions done at the site using specific reporting templates.
Develop tools and mechanisms with the partners to collect regularly information on their activities.
Develop clear and quality reporting tools for internal and external purposes.
Contributes to the drafting of donors’ reports.
Support the general capitalization on the management of the center and the collective COVID-19 response.

QUALIFICATIONS
As per National Guidelines, the candidate:
- must be in good health and not suffering from any chronic diseases that make him/her vulnerable to infection with coronavirus (covid-19).
- must be qualified to manage a team with multiple tasks.
- must be able to handle the stress of managing the center for long hours
- must be able to communicate with the patients, their families, the work team, the municipality, the local community, and other parties either at the local or the governorate level.
- must have the ability to solve disputes, whether involving patients and their families or the work team.
- must have received a training on the rules of psea.
- have never been found guilty of a felony or moral misdemeanor.
Mandatory requirements as per PU-AMI needs:
Language skills: Fluent in English and Arabic; Excellent english and arabic writing skills are required.
Education degree: University degree in medical & health-related field; or management and auditing or any management & finance relevant field.
Work experience: Proven experience in NGOs. Knowledge of the Lebanese Health System. Experience in COVID-19 response would be a plus.
Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook;
Other:
Valid driving license (2 years minimum)
Good knowledge of north geography, willing to travel a lot locally
Excellent communication (especially in public) and diplomacy skills to manage relationships in potentially tense situations and with partners and team.
Literacy in reporting, experience in conducting surveys.
