Under the direct and technical supervision of the Protection Specialist, the Protection Technical Advisor is in charge of overviewing the case management activities conducted at base level, ensuring that quality standards are met and providing guidance and capacity building to Social Workers in the base and other Field Officers when relevant. The Technical Advisor also contributes to the design and implementation of Life skills, Psychosocial Support (PSS) and Community based activities.

The Protection Technical Advisor position’s major objectives are to properly achieve the following global tasks:

-Provide technical inputs for the case management activities conducted on the base level, including safe identification and referral, development of a case action/care plan, case closure and case transfer;

-Provide guidance and support to Social Workers when dealing with complex cases;

-Provide guidance and support on the life skills and individual psychosocial support activities;

-Monitor the referral mechanisms at base level;

-Support field staff (Social Workers, Inclusion Social Workers, Field Officers, Referral Officers) and other teams on specific protection issues to develop good practices and acquire skills and knowledge.

 

RESPONSABILITIES AND TASKS

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

1.CASE MANAGEMENT TECHNICAL GUIDANCE AND SUPPORT

 

-Provide Social Workers with technical guidance and support, based on PU-AMI SOPs and international standards, and share good practices;

-Conduct on-the-job coaching by undertaking field visits and providing feedback;

-Advise on protection cases and participate to the case management process by systematically discussing key steps with Social Workers;

-Liaise with partners and organize case conferences for complex cases on the governorate level, when needed and relevant;

-Advise on case prioritization and participate to assistance’s selection process, notably of Emergency Cash Assistance, to ensure due attention if given to vulnerability criteria and protection risks’ exposure;

-Organize regular sessions to gather Social Workers and/or Referral Officers to enhance collaboration and strenghten the referral mechanism on the governorate level;

-Collaborate with field staff management (Project Managers and Inclusion and Community Health Team Managers) to ensure smooth collaboration and support of the concerned staff: Social Workers, Inclusion Social Workers who are working with the Health teams, Protection and Community Field Officers).

 

2.CASE MANAGEMENT QUALITY MONITORING

-Ensure and monitor the correct documentation of cases, through review of the files and the database;

-Ensure the information sharing protocols of PU-AMI are respected and make sure information are protected and adequately managed;

-Review the caseload of social workers and make sure challenges are shared with relevant management positions;

-Ensure that staff gap does not result in lack of support for beneficiairies involved in the case management process;

-Ensure best practices, good communication and PFA/PSS provision when supporting cases;

-Analyze and report on the identified trends in the governorate level.

 

3.OVERVIEW OF TRANSVERSAL ACTIVITIES: LIFE SKILLS, COMMUNITY BASED ACTIVITIES, REFERRAL

-Ensure the good functioning of the referral system by supporting the Referral units at base level and promote best practices between departments and with partners;

-Participate to the design of the life skills program implemented by PU-AMI staff, support and monitor its implementation;

-Participate to the design and implementation of community based protection activities led by outreach volunteers (awareness raising sessions, community led initiatives).

 

4.CAPACITY BUILDING AND TEAM MANAGEMENT

-Assist the Protection Specialist and Protection Coordinator in developing capacity building plan to the Social Workers;

-Participate in enhancing the capacity of the Social Workers to provided individual psychosocial support individuals involved in the case management process;

-Participate in enhancing the capacity of PU-AMI field teams to safely identify and refer cases for adequate services;

-In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management at base level by: participate in drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;

-Brief newly recruited personnel on their roles and responsibilities;

-Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;

-Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity buidling, etc.) in collaboration with the Human Resources department and Field Coordinator;

-Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development.

 

5.REPRESENTATION

-Participate actively to the Working Groups related to protection at local level;

-Contribute to the mapping of operational protection actors in the areas of intervention in coordination with the Referral Officer.

 

6.ACCOUNTABILITY

-In coordination with the HR department, contribute to making sure that PU-AMI’s Protection against Sexual and Exploitation Abuse (PSEA) policy is understood and respected by all involved staff and for all activities

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

PRIORITIES OF THE DEPARTMENT

-Provide technical guidance and support to Social Workers, ;

-Contribute to the capacity building of staff in the base level;

-Advocate for protection standards and practices among all departments at base level.

 

Mandatory requirements

- Language skills: Fluent in Arabic and English

- Education degree: University degree in social work, community development or another relevant degree;

- Work experience: Minimum 3 years experience in protection with a humanitarian organization, including at least 2  years of experience in implementing and/or supervising case management

- Computer skills: Good knowledge of Microsoft Office

Others:

- Good knowledge in protection and social related topics

- Excellent communication and listening skills with persons of concerns (displaced and host populations)

- Effective stress management

- Ability to work under pressure and with short deadlines

- Good problem solving skills

- Good knowledge of the humanitarian context in lebanon

- Excellent ability to work in a team

- Valid driving license is an asset
