Call for Expression of Interest for: 20 developers of curricula of technical theoretical subjects for a new BT in construction technology_VTE4all/GIZ

1. Context

The project is planning to implement a new BT in “Construction techniques” starting from the Autumn 2021 as decided by the DG of the Directorate General of Vocational and Technical Education. The proposed BT will lead to the acquisition of skills and knowledge related to the specialisation of a generic Mason during the first academic year (BT1). The following two academic years (BT2 and BT3) will be characterised by the acquisition of skills and knowledge related to a specialisation.

Currently 5 specialisations are identified and other can be added later according to the needs of the job market in the construction sector.

To acquire the skills of the specialisation 4 Competence Based Training (CBT) modules are identified for each specialisation, some were developed and already piloted in few DGVTE schools, the curriculum of the others CBT modules is under development.

To acquire the knowledge of the specialisation 5 Technical Theoretical subjects are set for each specialisation. The specific subjects are to be defined yet and will be part of this initiative. Each subject is structured in Competence Units (CU) each of them representing the knowledge learning content that can be acquired in 15 hours of classroom teaching, including assessment.

Each specialisation requires the development of 42 Competence Units considering to developing 3 specialisations the curriculum developers will develop the curriculum for 15 subjects for a total of 126 Competence Units.

2. Objectives 

To assure a consistent level of quality of the content of the different curricula, templates and a standard process for the development of the technical theoretical subjects have been defined. The applicants will get familiarised with templates and the process and enabled to develop their own curriculum in the frame of a 20h training of trainers (ToT), which is not remunerated, but free of charge and mandatory for the selected applicants in order to sit for the assessment and evaluation. The ToT course will be conducted indicatively in the second week of January. The course will be done in distance learning modality (online) in the afternoon for 5 consecutive days. After the completion of the course, the selected applicants that have followed entirely the ToT course will be assigned to develop the curriculum of one Competence Unit in a construction related subject. The performance in developing a CU will be assessed and the most qualified selected applicants will have the possibility to be contracted by VTE4all to develop the curriculum of a technical theoretical subject or part of it (up to 6 CU per developer).

3. Outputs/Results:

The outputs / results requested to the selected applicants are:

  • 100% attendance of ToT course (20h) on developing curricula of technical theoretical subjects
  • 100% fulfilment of the assignments required during the course
  • Development of the curriculum for 1 Competence Unit (CU) of a technical theoretical subject delivered within 7 days from the ToT course following the standards presented during the ToT

4. Requirements for interested applicants 

Motivation to spend 4h a day in front of a computer screen.

4.1 Qualifications and skills 

  • University degree at least at bachelor level in engineering, architecture, civil engineering, interior design or Technician Superior or Licence in topography
  • Fluency in Arabic language
  • Fluency in English or French language
  • Proficient in use of MS Office (PowerPoint, Word, Excel, Outlook) or equivalent application
  • Proficient in internet (re-)search

​​​​​​​4.2 ​​​​​​​General professional experience (minimum requirement one of the three)

  • At least 2 years of experience in teaching (on contractual basis) one of the technical theoretical subjects in the BT “Bâtiment et Travaux Publics“
  • At least 2 years of experience in teaching any construction related subject in a Lebanese University of Higher Education institute
  • Unemployed graduates in Architecture or Civil Engineering or Interior Design

4.3 ​​​​​​​​​​​​​​Specific professional experience

  • Excellent writing and editing skills (in Arabic and in English or French)
  • Ability to explain technical information in a clear and concise manner in writing

​​​​​​​​​​​​​​5. Terms and Conditions 

  • Availability of a PC or laptop with Office applications and internet access to be used during the ToT, the development of 1 CU for the evaluation
  • Availability to attend the afternoon ToT in January 2021
  • Committed to be available to develop a curriculum from the 1st of February to 31st of May
  • Selected participants to the ToT that will deliver all the outputs as stated in Art.3 will receive a compensation of 400$ if they provide the MoF registration number otherwise 370$ (GIZ will pay for the income taxes due).

  • A cover letter, stating the motivation to attend the 20 hours of training in DL modality
  • An updated CV (in Arabic, English or French), indicating:
    • for teachers: the technical theoretical subjects taught, the academic year, the school or institute, the name of the director of the school or the head of department with her/his contact details,
    • university graduates: the list of the subjects passed at the university and the grade
