With the support of the European Regional Development and Protection Programme for Lebanon, Jordan and Iraq (RDPP II), Oxfam and partners Legal Agenda (LA) and Lebanese Observatory for Workers and Employees’ Rights (LOWER) are implementing a project titled “Promotion of decent work and sustainable business development in Bekaa, Lebanon.” In addition, the project will work very closely with My Work, My Rights! Network, an informal group of local Civil Society Organisation (CSOs) that work on advancing decent working conditions in Lebanon.

The project aims to contribute to a decent and economically sustainable business environment for displacement-affected populations in the Bekaa by strengthening the linkage between the local civil society, the business development organizations, and the MSMEs in Bekaa.

To achieve this overall objective, the project will implement activities under three main cluster:

 

  • Cluster 1: Empower a local network of Civil Society Organisations (CSOs) to influence practices and policies related to decent work;
  • Cluster 2: Convene an informal network of private business development organizations and professionals with strong decent work capacities in Bekaa;
  • Cluster 3: Improve working conditions and accessible decent job opportunities in Micro, Small, and Medium Enterprises (MSMEs) in Bekaa.

 

Under the first cluster, LOWER is planning to conduct a study on the impacts of the current socio-economic collapse on the labor market, the economic and productive sectors social, in light of the compounding crisis of the financial collapse, unfolding socio- economic crisis, and more recently the health emergency following the COVID-19 outbreak.

The study holds significant importance to “My Work, My Rights!” network for the following reasons:

  • The scope of this study is at the core of the objectives of the network's work;
  • Findings will help the network design an evidence based, inclusive, and responsive advocacy action plan specific to social protection;
  • Importance to use evidence to response to the socio-economic concerns of the population in light of the policies and programs adopted by the Lebanese Government.

2. Purpose of the study:

LOWER is looking for a research consultant to carry out the research, which is guided by the following research questions:

  • What are the gaps in social protection policies and mechanisms in Lebanon?
  • What is the impact of these gaps in their policies on the most vulnerable groups in Lebanon?
  • What are the recommendations to improve social protection mechanisms in Lebanon?

The researchers are expected to review indicators and factors interrupting the social protection of the mentioned groups and to suggest the recommendations for the improvement in the social protection mechanisms.

 

3. Suggested Methodology:

The research consultant is expected to:

  • Develop a detailed methodology for the research, including the development of research tools (Key Informant Interviews, Focus Group Discussions, surveys, etc.)
  • Conduct a literature review /desk review to understand the existent policies related to social protection and contextualize it.
  • Carry out field research:
    • Carry out rapid social assessment on the impacts of the current socio-economic collapse on the labor market, the economic and productive sectors social, with members of vulnerable communities, including both formal and informal workers, women, LGBTQI+, people with specific needs, migrant and domestic workers, refugees, and others.
  • Submit drafts of the report[1]
  • Send the report to LOWER team for revisions (the rounds of revisions will not be set ahead of time, and will depend on the quality of the report)
  • Develop the last version of the research report
  • Translate the report from English to Arabic
  • Edit the English and Arabic versions of the research report
  • Participate and assist the LOWER team in developing a dissemination plan for the final report.

 

5.  Research Consultant qualifications

 

Education:      

Advanced university degree in economics, public law, public administration, social sciences, development studies or a related field.

 

Experience:

At least five years of progressively responsible experience in the field of, labor rights, social protection, human rights, or any related field. Strong experience in conducting qualitative and quantitative research

 

Languages:     

Fluency in spoken and written Arabic and English is required.
