1. Overall Project Background:

According to Transparency International’s 2018 Corruption, perception Index Lebanon ranks 138 out of 180 countries in terms of corruption. Corruption is indeed a prevailing problem in the country and affects both public and private sector. Local polls confirm that the Lebanese opinion considers the problem as endemic.

Expertise France has been entrusted by the European Union to implement a 3-year project to support the national effort on combatting corruption.  The specific objectives of the project is to strengthen public accountability and improve transparency at a national level.

The expected result are the reinforcement of the public authorities in charge of combatting corruption, the enhancement of the technical capacities of oversight bodies (Court of Audit and Central Inspection Board), the implementation of operational tools for pilot administrations, and an increased awareness among public service users.

The project is structured around three components:

• Support national effort on Transparency and Anticorruption
• Strengthen the Control bodies' technical capacities to prevent and fight corruption
• Raising awareness on corruption

1. Video Objective

This element falls under the 3^rd objective and is expected to highlight the work and effort of students (youth) in fighting corruption in Lebanon. The video covers the induction meetings done by USJ for the students selected to implement the campaign activities and shows the opinion of some of the young participants discussing corruption. The video length should not exceed 1min – 1min 30 sec.

Specific themes/questions participants will cover are:

• What is corruption? 
• How to fight corruption? 
• What choices can we make in our personal lives to contribute to fighting corruption?

The video would allow both EU and EF to communicate on their projects against corruption in Lebanon through its youth. It will be used as a promotional and visibility material and is expected to be released on Dec 9 (Corruption Day) on EU, EF and Act platforms.

Specific messaging and highlights will be added to the video as highlighted text.

   3. Activities and tasks

Under the supervision of the project communication expert the editor will:

• Develop the videos’ storyboard and structure
• Provide a timeline of the production process including first draft delivery, edits corrections, etc. 
• Incorporate all comments and remarks 
• Produce a high-quality version of the video with adequate background music in finest and high-quality video formats
• Provide relevant required formats and edits for social media use 
• Provide another version with English subtitles. 

Note: the footage will be provided to the editor.

The project communication expert will provide the editor with the required info, messaging and guidance needed to fulfil the task.

1. Required Qualifications

• More than 5 years of working experience in the development of documentary/film production;
• Experience in working with local NGOs or other international organizations on such topics;
• Knowledge and background on the political local context
• Excellent technical capacities to ensure high-quality production;
• Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;
• Clear work plan and articulation of expected methodologies and outputs;
• Ability to start immediately.
