Context:
Mercy-USA currently operates in Lebanon and Syria contexts under a regional leadership. To ensure that Programs are given equal support, Mercy-USA is looking for a Director of Operations to add to its Lebanon team.
Reporting directly to the Regional/Country Director, the Director of Operations will be responsible to ensure sufficient support to the development and implementation of Mercy-USA programming, including but not limited to: development of projects and proposals, technical guidance and support, compliance with programming requirements including and not limited to reporting, budget reporting and compliance as well as support to the staff management.
The Role and Responsibilities:
Country Management Support
Constantly monitor the humanitarian and related development situations and overall context and work with in-country leadership to adapt the operational set-up accordingly.
Represent Mercy-USA in-country leadership as needed with donors, government representatives and local and international NGO/Community-Based Organization (CBO) partners.
Provide HQ with timely and regular operational and program updates via reporting, meetings and other regular communication.
Provide Regional/Country Director with operational support as required/requested
Program Management
Assume responsibility for leading Mercy-USA operations in the affected country with support from the Regional/Country Director
Supervise Mercy-USA’s in-country programming and provide managerial and technical support as appropriate to ensure that resources, advice and recommendations carefully consider local capacity and context.
Ensure in-country Program Officers comply with internal and donor requirements including but not limited to implementation, reporting and budget monitoring.
Provide timely updates and reports to the Regional/Country Director and/or HQ on the status of programs and related operating budgets.
Alongside the Regional/Country Director and/or in-country leadership team, monitor and develop country level planning documents on a yearly basis covering items that include but are not limited to: situation analysis, program development, respect for the environment and climate, protection against sexual exploitation and abuse (PSEA) and equal inclusion of potential beneficiaries, MEAL requirements, budgetary needs, HR capacity building and emergency planning.
Monitor implementation of Mercy-USA interventions and ensure the projects remain on task, meet objectives and continue to be relevant.
Ensure rigorous monitoring and management of budgets to all programs/projects by ensuring compliance with Mercy-USA financial policy and procedures and that expenditure is within income and approved ceilings and within donors earmarking requirements. Work with the in-country team to identify problems and solutions in a timely and effective manner.
Resource Management
Work with Safety and Security focal point (HR Manager) in ensuring staff safety and security and providing real-time updates to staff on changing security situations and operational context.
In coordination with the finance department and in-country leadership, conduct strategic analysis of the situation to identify potential risks, including fraud and corruption.
Ensure planning and effective implementation of strategic coordination and communication efforts with donors and operational partners to enhance Mercy-USA local capacity, funding and presence.
Champion high quality accountability standards and work with in-country leadership to ensure compliance with relevant Mercy-USA policies and procedures including and not limited to the financial, program and PSEA and Child Safeguarding policies.
Provide direct guidance to operation and program staff as well as support in the timely coordination and communication within the organization at country level.
Minimum Hiring Requirements:
3 years’ experience with NGO, humanitarian field preferred.
A minimum of 5 years’ management experience.
A Master’s Degree or Equivalent work experience in Business, Health, Engineering or in the Social Sciences.
Relevant experience/skills to provide program support/guidance in Food Security, WASH, Shelter, Health or Livelihoods.
Strong verbal and written command of the English and Arabic languages.
