Feasibility Study for area-based planning at Union of Municipalities of Deir El Ahmar and Arsal Municipality - MASAR-LB-VNGI-004-SR/2020

The MASAR for Local Governments Programme (Maintaining Strength and Resilience) funded by the EU MADAD trust fund, seeks to build the institutional capacity and strengthen the resilience of local governments and their host, displaced and refugee populations.

The MASAR programme targets three areas in Lebanon heavily affected by the refugee crisis, mainly Akkar, Baalbek-Hermel, and the coastal plain north of Tripoli. By focusing on improving area-based planning, service delivery and local economic development, the programme seeks to help local governments develop long-term solutions to the challenges they face.

VNG International (the International Cooperation Agency of the Association of Netherlands Municipalities), being one of the four consortium MASAR partners, is implementing a pilot project in the Baalbek-Hermel Governorate to capacitate local governments in Area-Based Planning through a Planning/Technical Unit at the Union of Municipalities (UoM) of Deir el Ahmar & Municipality of Arsal.

The aim is to enable and capacitate the planning skills of the UoMDEA and the municipality of Arsal to create a strategic plan that considers different scenarios for the future. Training will be supported by the purchase of satellite images and GIS software.

VNG International is seeking a short-term National Expert/firm in spatial urban planning /design planning for the multi sectoral municipal capacities and needs analysis towards the development of a strategic vision. The Expert/Firm shall conduct a feasibility study to explore the possibility of setting up  a technical spatial area based planning unit and  customise an approach for its operation and sustainability taking advantage of the GIS system that will be introduced.

 

The minimum qualifications and skills for this assignment:  

1.         Education:

  • Higher education degree (Masters level) in strategic planning and spatial development, urban design urban architecture or a related field

2.         Professional Experience:

  • Minimum of 10 years of experience in spatial planning/ design / area-based planning and development
  • An experience in Scenario planning is an added advantage
  • Extensive knowledge with Lebanese municipal context and development processes and institutions
  • Proficiency in report writing, case studies and other related documentation
  • Conducted at least three similar consultancies preferably in Lebanon
  • Experience teaching, training for local governments will be valued
  • Experience in conducting training and preparation of training materials/ curriculum
  • Proficiency in English and Arabic
  • Cultural sensitivity and cross-cultural skills (religion, ethnicity, gender)
