Mada association in response to the explosion is implementing a twelve-month project funded by CCS and in partnership with CCFD-Terre solidaire aiming at rehabilitating and supporting 33 SMEs severely affected by the blast.
Under the guidance and supervision of the Project Manager, the Procurement Officer plans, develops, and manages all phases of the procurement cycle. The Procurement Officer ensures the timely execution of projects/contracts according to donor rules and regulations and in view of the objectives of the program.

Mission: Procurement and purchasing
- Decide on bid packaging modalities and bidding strategies including risk management of the bidding processes.
- Review and finalize terms of reference (TOR) of services, projects, and prequalification documents and technical specifications of supplies, equipment, etc.
- Chair and manage pre-qualification/short-listing processes as well as the full evaluation cycle of proposals, applications, or bids ensuring compliance with rules and regulations.
- Lead contract negotiations and prepare contracts and ensure timely signatures and commencement.
- Oversee adherence to contractual, administrative, and technical provisions.
- Review implementation reporting and document reports, deliverables, logs, etc.
- Manage disputes and claims attempting amicable resolution whenever possible.
- Manage acceptance processes and supervise handing over of the outcomes to users or beneficiaries.
Deliverables:
- Draft contract for suppliers and subcontractors
- Comparative analysis of received offers
- Draft contracts with SMEs owners
- Handle all material, equipment and goods purchase orders
- Verify payments are aligned with contract terms
Education and knowledges required
- Education required: Bachelor degree in Civil engineering, Architecture or any business related background
- More than 3 years’ experience working in procurement preferably at a construction firm
- Knowledge of procurement procedures (RFP, Purchase orders …)
- Expertise in project management information systems, procurement-related databases and other software
- Proven negotiation skills
- Strong writing capacities
- Proven interpersonal oral and written communication skills
- Experience in NGO is an added value
- Computer literacy: office, Autocad
- Languages: Arabic and French. English is an added value
