Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

GENERAL OBJECTIVE.

Under the direct supervision of the Health Project Manager, the Health Team Manager-PHCC  participates in the overall coordination of the activities implemented at the Primary Healthcare Centers (PHCCs) supported by PU-AMI. Ensure the overall principles and strategy defined by the Health Coordinator and Health PM are in place.

 

RESPONSABILITIES AND TASKS

Assessment, monitoring and implementation of the health activities

Monitor the implementation process at all the project’s stages and ensure field level monitoring of the quality of implemented activities related to health care at supported PHCCs within the scope of the project.

Review periodically the administrative documents approved by the Health Field Officer, to ensure they are in line with the MoU signed by partners and requested for the disbursement of services offered in the PHCC.

Lead the assessment of PHCC together with the Quality Advisor to identify needs for support that require continuous follow up.

In combination with the Health Project Manager identified the PHCC to be incorporated in the intervention and begin interactions with the PHCC Director or other authority.

Make sure all needed tools for the implementation of activities are available in the PHCC to facilitate the work of the Health Field Officers.

Collaborate together with the Quality Assurance Advisor in making sure the PHCC is run in an efficient way as both cooperate for the best services provision in the PHCC.

Report immediately any difficulty or delay faced in the implementation of activities detected at the Primary Health Care Centers to the Project Health Manager.

Make sure that the action plan for the Health Field Officers is followed and all tasks are conducted within the time frame.

Coach the Health Field Officers and provide direct support in Detected areas for improvement.

Lead the organization of health campaigns to be performed in the PHCC and liaise with the Team Manager Community to involve the community.

Provide feedback to the Team Manager Community regarding effectiveness of the tracking system set up from the community to the PHCC and vice versa.

Liaise with the Pharmacist regarding analysis of main indicators that affect the dispensing at the PHCC.

Participate in the design and identification of Information Education and Communication (IEC) materials used to disseminate information during health education sessions.

Propose ways to improve tools and procedures implemented at PHCCs.

Participate in the coordination meetings with the supported PHCCs together with Health Field Officers ensuring that PHCC Directors have necessary information on the activities for improvements implemented in the framework of the project

Support MEAL Department during the development of surveys (e.g. needs assessments, key staff knowledge assessment) using specific formats.

Liaise with the MEAL team to conduct MEAL related activities at PHCC level.

Participate in the evaluation of the humanitarian situation in the region.

Participate in the identification of potential partner health structures.

Support the Health team in the definition of the intervention strategy.

 

Team Management and Reporting

Based on a priority plan, on a regular basis supervise the areas of intervention and constantly get feedback from the field to improve activities performance.

Make sure the Health Field Officer/s perform their duties according to job description and following signed agreement (MoU) with the partners.

Provide day to day follow up and feedback regarding priority need of selected Health Field Officers and ensure the work is done efficiently.

Closely monitor and collect administrative data from Health Field Officers on services provided at PHCCs: Number of consultations, invoices and documentation supporting services provision as stated in the MoU.

Coordinate the overall performance of the PHCC activities with the Health Project Manager, Quality Assurance Advisor, Pharmacist, Community Health Team Manager.

Ensure the monthly monitoring and analysis of the indicators (internal and external).

Coordinate regular tracking of activities progress.

Participate in writing of all required medical reports (for PU-AMI, donors, partners etc.).

Participate in the constant evaluation of the project (effectiveness, efficiency, impact, relevance).

Support on the analysis of the security situation in the area and inform the Health Project Manager on security incidents.

 

Capacity building

Train new Health Field Officers on the activities implemented in the framework of the project.

Provide support to each Health Field Officer in improving his/her performance based on evidence and lessons learnt.

Participate with the Health Program Manager in conducting appraisals every six months with each Health Field Officer.

 

Logistic & administration

Define the needs in materials and tools regarding the program and the planning of interventions.

Conduct initial review and validation of financial and administrative documents from the supported PHCCs.

Map and meet different health actors in the area.

Under delegation from the Health Project Manager, coordinate PU-AMI activities with other health stakeholders in the area.

Participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the Health Project Manager.

PRIORITIES OF THE DEPARTMENT

Coordinate with the key actors that make inferences to the delivery of quality services

Mandatory requirements

Language skills: Fluent in English and Arabic, (speaking/reading/writing).

Education degree: University - level qualification from the health science – (public health will be an asset)

Work experience: Proven experience in NGOs. Knowledge of the project cycle and logical framework; proven experience in team management, community health interventions.

Knowledge and skills: Good knowledge of Lebanon geography and context; good knowledge of the primary health care system in Lebanon.

Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook
