Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning has an immediate consultancy for its Beirut-based “E-Content Advisor” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI II) in Lebanon. This position is for a Lebanese national.

Scope and Responsibilities

Technical guidance and process development
• Provide overall technical and strategic guidance to the E-content unit at QITABI 2;
• Establish, in collaboration of the Programs’ Director, the E-content production process;
• Play the lead role in ensuring the design and production of high-quality e-learning content production;
• Maintain a clear overview of the E-content unit progress, identify challenges and areas of improvement;
• Set guidelines, operational work plans, clear targets, and activity plans to enhance the learning environment.

Capacity development
• Identify training needs, and develop a technical capacity building plan for QITABI 2 E-content team;
• Enhance the team’s capacity through training and coaching;
• Support the E-content Instructional designers in high quality reporting through timely review and guidance;
• Oversee knowledge sharing across teams and monitor improvements.

Quality assurance
• Provide technical expertise, quality assurance and support for QITABI 2 E-content unit;
• Establish a quality assurance framework and guidelines; device a plan for on-going quality improvements;
• Advice on pedagogical and technological issues related to e-content production.

Others
• Support QITABI 2 Programs’ Director (as needed) in technical meetings with the government and other stakeholders.

Required Qualifications
• PhD in education, development, or other relevant social science degree.
• More than 10 years’ experience in E-learning;
• Proven technical leadership role in education and distance learning;
• Previous experience with international organizations and NGOs;
• Familiarity with key international standards of Distance learning and e-content development;
• Excellent understanding of instructional design and e-content development process;
• Proven experience in training and coaching in DL and e-content development;
• Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, considering cultural differences;
• Ability to analyze information, evaluate options and to think and plan strategically;
• Fluency in written and spoken English, Arabic and French;
• Technical knowledge and experience in community-based education programming. Previous work experience in Lebanon or other areas in the Middle East.
• Comply with QITABI 2 policies and practice with respect to code of conduct, health and safety, and other relevant policies and procedures.
