FUNCTION PREREQUISITE
Experience and knowledge:
- Advanced university degree (Master’s degree or equivalent) in law, international relations, social sciences, and communications or in a related area. Additional years of qualifying experience may compensate for a master’s degree
- A minimum of 4 years progressively responsible experience in Project Management
- Extensive experience with developing and implementing development and humanitarian programs, including program design, implementation, and monitoring and evaluation
- Experience and knowledge of the humanitarian and development context and situation in Lebanon
- Experience and enthusiasm for working within the partnership model, organizational development of partners, and capacity development of local actors (NGOs, CBOs, movements).
- Extensive experience and knowledge of effective financial and budgetary control and grant management.
- Extensive knowledge of the political situation as well as the regional and cultural differences in Lebanon and the region.
- Experience working in a multi-cultural and/or international work environment.
- Experience in proposal writing and donor reporting
- Experience in advocacy and/or strategic communication
Skills and special aptitudes:
- Fluency in oral and written English and Arabic is required. Excellent written and verbal communications skills

RESPONSIBILITIES
General Description
Reporting to the Country Program Manager, the Lebanon Projects Manager will be responsible for overseeing the Lebanon projects portfolio and partners. The Lebanon Projects Manager will manage the Program Coordinators in the country program and work closely with the rest of the Programme Team and other departments to ensure quality program development and implementation as well as technical capacities of partners. Under the supervision of the Country Programme Manager and in coordination with the Program Coordinators, s/he will be responsible for developing, coordinating, and maintaining, and constantly improving the country project portfolio and partners.
Program Development
- Support the Programme Manager to identify, analyze, and respond to new funding opportunities
- Lead on the preparation of concept notes, proposals, budgets, and results frameworks
- Lead on partner mapping exercises and support in new partner selection
- Oversee partner assessments and due diligence as needed
- Assist in designing and developing new proposals and programs
- Effectively manage the performance of the country Program Coordinators ensuring optimizations of their potential through coaching and mentoring
Project Management
- Provide leadership in the administration of program funds efficiently in line with donor requirements and NPA financial policies and standards
- Lead on donor reporting including the compilation of information, quality check, and timeliness
- Support the development of M&E frameworks and indicators for reporting
- Contribute to the development of grant management tools for partners and support the Program Coordinators in their implementation
- Ensure that the Program Coordinators have the knowledge needed to be compliant with donor and NPA requirements
- Lead on the development of project amendments in close consultation with the Program Coordinators and the partners
- Contribute to the development of capacity development plans for partners and supervise their implementation
- Provide formal and ad-hoc technical support to local implementing partners in Programme planning, implementation, monitoring, and reporting
- Participate in relevant national events and meetings including cluster coordination mechanisms
- Ensure budget management including monitoring and reporting in compliance with NPA and donor requirements
- Liaise with stakeholders including desk officers, partners, and donors in regards to all aspects of the project cycle management
General/Others
- Support the Country Programme Manager in ensuring the quality of implementation, relationships with partners, and timely and accurate information reporting to the Country Management Team,
- Ensure proper archiving of all documentation pertaining to the projects and partners
- Ensure close collaboration with other departments including Finance and Logistics
- Perform other duties as assigned by Country Program Manager
