Assignment

Under the supervision of the Project Manager, the Shelter Assistant is responsible for liaising with beneficiaries and stakeholders of the action, and coordinating closely with the Engineering Team to ensure a participatory approach is maintained throughout the shelter rehabilitation works. The Shelter Assistant will lead on ongoing collaboration with other social initiatives in the target area to identify shelter beneficiaries, ensure holistic response to address household needs, ensure rapid and efficient referrals are submitted to the accountability officer, day-to-day follow up of activities and dissemination of essential messages, support the shelter team to identify beneficiaries and support to produce urban profiles of each area to guide rehabilitation efforts, mainly through data collection

  • Background

ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing household and community-level programming in Beirut and Mount Lebanon supporting public service delivery and social cohesion, and has been actively responding to the needs of affected communities since the Beirut port explosion. The shelter response aims to tackle the immediate shelter needs that emerged as a result of the August 4th port explosions, providing access to safe and dignified living conditions both on the individual as well as community level.

 

  • Functions

The Shelter Assistant will contribute to the process of shelter project implementation in terms of beneficiary’s identification, area profiling, and doing the needed follow up in targeting the most vulnerable and in need people within the project area while mainstreaming protection principles during the shelter intervention.

 

  • General Responsibilities

 

  • Coordinate social activities according to strategy, proposals, budgets and workplan
  • Ensure adherence to ACTED policies and donor requirements, and contribute to the preparation of periodic progress reports and other documents as required
  • Involve and inform communities and community leaders about the activities and coordinate with relevant partners
  • Support the Engineers in Site Monitoring activities and following up with beneficiaries
  • Contribute to the preparation of the Area/Zone profiling of urban neighbourhoods
  • Ensure that ACTED’s related activities are implemented within ACTED’s protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
  • Ensure that all protection related cases are referred to the concerned referral focal point.
  • Liaising with other departments to ensure adherence to ACTED finance, logistics, and audit procedures for all project procurements and activities
  • Supporting the AME department in conducting monitoring and evaluation activities;

Internal coordination (meetings, regular communication) within ACTED

 

Specific responsibilities

 

  • Lead the vulnerability assessment of families’ eligibility for shelter programme and review documents to ensure potential beneficiaries meet selection criteria and check for duplication.
  • Ensure that all shelter works implemented consider the mobility needs of beneficiaries, and adhere to the heritage design requirements.
  • Prepare shelter cooperation agreements between ACTED, beneficiaries and landlords in line with Housing, Property and Land rights, and support Through referral to an internal legal counsellor or through a referral to other organizations providing legal aid beneficiaries in case of potential conflict with landlords.
  • Organize trainings for other shelter actors, including psychological first aid,  designing for mobility access for people with special needs and heritage and the agreements with landlords
  • Participate in the design of protection reporting and assessment tools.
  • Generate comprehensive and analytical monthly situation reports highlighting trends, needs, challenges and ways forward. More generally, communicate systematically to the Project Manager on project progress and planning.
  • Facilitate key-informant interviews (KIIs) and focus group discussions (FGDs), analysing KIIs and FGDs to support in the production of Area/Zone profiles

  • Accountability to Communities and Beneficiaries

The Social Field officer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.

  • Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context
  • Excellent interpersonal skills and external relations;
  • Excellent organizational skills and attention to detail
  • Strong written expression and basic computer skills
  • Independent, adaptable, flexible and hard working
  • Strong humanitarian motivation and understanding of international assistance
  • Advance understanding of the socio-political context in areas of intervention

 

  • Qualifications and Experience
  • Bachelor Degree with experience in social work and project management
  • Proven experience in dealing with local stakeholders;
  • Prior experience using basic computer software required, notably in Word and Excel;
  • Prior experience in implementing humanitarian projects; 
  • Previous experience working with a variety of stakeholders in humanitarian or development aid.
